What the inspector wrote

On date and time listed, Licensing Program Analyst (LPA) Jessica Rubio arrived at the facility to conduct an annual inspection as part of a compliance review. LPA met with licensee Sherry Clark. LPA toured the facility, inside and out, records were reviewed, and the following was observed and/or discussed: \302\267 Normal days and hours of operation are: Monday through Friday 6:30 am \342\200\223 6:00 pm. \302\267 Off-limit areas include: Three bedrooms, the laundry room and back yard. \302\267 The facility is operating within the licensed capacity and appropriate ratios \302\267 Appropriate supervision was provided during this inspection \302\267 A working telephone is present and the current number is on file \302\267 Appropriate fire extinguisher, smoke detector and carbon monoxide detector present and were tested by the Licensee during this inspection. \302\267 All hazardous items were not stored inaccessible to children. LPA observed some soaps and toiletries were accessible to children. Technical Assistance was provided. \302\267 There are no weapons or firearms in the facility as stated by licensee. Licensee understands all guns, weapons and ammunition must be key locked separately and made inaccessible per Title 22 Regulations \302\267 Clean, safe and age appropriate toys \302\267 Current roster is on file \302\267 Facility Sketch, Emergency Disaster Plan and Notification of Parent\342\200\231s Rights poster are posted \302\267 Documentation of fire and disaster drills on file \342\200\223 Last drill conducted on 05/10/2022 \302\267 There are no bodies of water at this time. Licensee understands all bodies of water including ponds, above ground pools & spas, in-ground pools & spas, and some fountains must be properly covered or fenced per Title 22 Regulations. The Department must be notified before and after installation of the above types of bodies of water. In addition, all wading pools or similar product must be emptied immediately after use and stored in an upright position. \302\267 Verification of control of property was observed. Licensee will submit to LPA. \302\267 Children\342\200\231s records are incomplete. During record review, LPA reviewed 10 children\342\200\231s files. LPA observed 1 child (C6) was missing immunizations. Technical Assistance was provided. \302\267 Licensee and employee\342\200\231s records are incomplete and missing documentation of immunizations and other required items. Technical assistance was provided. \302\267 Licensees Mandated Reporter Training expired on 4/18/2021. There was no record of assistant completing the training. Technical assistance was provided. Licensee and assistant will complete and submit proof to LPA. \302\267 Pediatric CPR and First Aid Card expired on 10/19/2021. Technical assistance was provided. Licensee and assistant will complete and submit proof to LPA. \302\267 Health & Safety Certificate was observed and completed on 6/15/2019 \302\267 Resident and/or staff records were reviewed and all adults who require caregiver background checks have not received all required clearances and/or exemptions. Licensee disclosed and LPA observed, licensee\342\200\231s adult son to be living in the facility without receiving the required clearance. A Type A Citation and civil penalties will be issued and assessed. The licensee confirmed that there are no Registered Sex Offenders living in the facility and/or using the facility address for their mailing address. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm The Licensee was informed of their reporting requirements and was provided with the Regional Office\342\200\231s Unusual Incident Reporting email mailbox: UnusualIncidentReportsDO10@dss.ca.gov The Licensee can submit transfer forms to associate new individuals or to disassociate someone from the facility at: Associations_Disassociations858@dss.ca.gov LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.Go to the licensing webpage www.ccld.ca.gov , and click on the \342\200\234Receive Important Updates\342\200\235 located on the right side of the page, immediately above the Quick Links. If a civil penalty has been assessed during this inspection, payment is due when billed and the check(s) or money orders shall be made payable to the \342\200\234California Department of Social Services\342\200\235. You will receive an invoice in the mail. Do not send money until you receive your invoice. Do not send cash. The facility is being cited for Title 22 Regulation Section 102370 (d)(1).
