What the inspector wrote

On August 30, 2024 at 11:00 AM, Licensing Program Analyst (LPA),Dana Stevens conducted an unannounced Annual Required Inspection and met with the Licensee, Susana Martinez. LPA disclosed the purpose of the inspection and was granted entry into the facility by the Licensee. Licensee's assistant was also present in the facility with six children (ages 18 months - 4 years) at the time of this inspection. This facility is a single story, 5 bedroom, 4 and half bathroom house. The following areas are used for child care: daycare room, kitchen, living room, and half bathroom. Off limits areas are all bedrooms, 4 bathrooms, dining room and detached garage. These areas are made inaccessible through use of door locks and safety gates. Hours of operation are Monday - Thursday 07:00 AM - 05:00 PM, Friday 07:00 AM - 4:00 PM. The fire extinguisher, smoke detector, and carbon monoxide detector met requirements. All hazardous items were inaccessible to children. The licensee has toys, play equipment and materials available. The home has a fenced backyard available for outdoor activities and total supervision is provided during outdoor play. No bodies of water observed on the premises during the inspection. Licensee stated there are no weapons in the home. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. Staff files and a sample of children's files were reviewed and found complete. Licensee\342\200\231s First Aid/CPR certifications are current and expire 08/2025. Assistant's First Aid/CPR certifications are current and expire 03/2026. Licensee and assistant have required immunization records. Licensee completed Mandated Reporter Training in August 2020 and needs to renew her certification. Assistant completed Mandated Reporter Training in March 2023. Facility roster was reviewed and was found current. The last fire and disaster drill was conducted and documented on 03/2023 and Licensee was reminded that fire and disaster drills are to be conducted and documented every six months. There is one crib or play yard for each infant who is unable to climb out of the crib or play yard. Cribs or play yards are free from all loose articles and objects. The provider physically checks on sleeping infants every 15 minutes. The licensee stated she does not provide care for infants under 12 months at this time. Incidental Medical services (IMS) policy was discussed. For IMS information see Evaluator Manual \342\200\223 Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.html Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. California Code of Regulations, (Title 22, Division 12 & Chapter 3), are being cited on the attached LIC 809-D. An exit interview was conducted with the licensee. The licensee was provided a copy of their appeal rights (LIC 9058 12/15) and their signature on this form acknowledges receipt of these rights. LPA provided notice of site visit and observed it being posted at the facility.
