What the inspector wrote

Licensing Program Analyst (LPA), Jennifer Lott conducted an unannounced Annual Licensing Inspection. LPA was greeted at the front door by Licensee, Toni Seidel and granted entry after identifying herself and disclosing the purpose of her visit. The home is a 4 bedroom, 2 bathroom home with an attached garage. The licensee is using the following areas for daycare: Living room, family room, kitchen, bathroom #1, front porch and backyard. Off limit areas include: Bedrooms 1-4, bathroom 2, front yard, garage and jacuzzi. The facility currently has 07 children in care of which 02 were infants. Licensee provided a copy of their current roster and is operating within the licensed ratio and capacity. At 2:00pm, LPA/licensee tested fire alarm/carbon monoxide detector the located in the hallway. The device was functional. Fire extinguisher was fully charged meeting requirements. LPA observed a jacuzzi located in the backyard. The jacuzzi has a locking cover, preventing access. Licensee agrees that the cover is to remain securely locked over the jacuzzi whenever there are licensed children in care. There are no weapons or ammunition stored in the home. Fireplace is screened to prevent access by children. There are no stairs in the home. Storage for poisons, detergents, cleaning solutions, medications are locked and inaccessible to children. Outdoor play area is fenced and free of hazards. The last disaster/fire drill was conducted in 2020. The home is kept clean and orderly with heating and ventilation for safety and comfort. The home provides safe toys, play equipment and materials. Children’s records were incomplete. All parents or representatives received a copy of the Family Child Care Home Notification of Parent’s Rights. Pediatric CPR and First Aid cards expired on 08/2022. Staff have not completed the mandated Child Abuse Reporting as per AB1207 as of 2018. Staff immunization were reviewed and are in compliance. There is a working telephone and email address. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day / per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee or facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee states that they do not provide medication assistance to any day care children. Incidental Medical services (IMS) policy was discussed. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Based on today’s visit, deficiencies were observed and noted on the attached LIC 809D. Exit interview conducted and report was reviewed with licensee, Seidel. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
