On 01/12/2023 at 10:30, Licensing Program Analysts (LPAs) David Miller and Vicky Williamson conducted an unannounced Annual Required Inspection and met with the licensee Gloria Gonzalez. LPA disclosed the purpose of the inspection and was granted facility entry by the Licensee. The licensee was present in the home. The licensee, staff Patricia, and five children between 11-months and four years of age, were present during the inspection. This facility is a one (1) story, three (3) bedroom, two (2) bathroom house. Licensee accompanied LPAs inside and out of the facility during this inspection. The following areas used for child care are the living room, dining room, kitchen, patio, bedroom 1 and hallway bathroom. Off limits areas are bedroom 2, bedroom 3 and bathroom located in bedroom 3 and were made inaccessible to children via a baby gate and door handles locked from the inside. The fire extinguisher and smoke/carbon monoxide detector met requirements. Hazardous items were observed inaccessible to children during this inspection. The licensee has available toys, play equipment and materials. Children play outside in the fenced backyard. Licensee was reminded that continuous supervision is to be given to children whenever engaged in outdoor activities. No bodies of water were observed on the premises during the inspection. Licensee stated there are no weapons in the home and LPA did not observe any firearms at the time of this inspection. Licensee\342\200\231s First Aid and CPR certifications expire in 04/2024. Licensee completed the mandated reporter training on 11/22/2022 and it expires on 11/22/2024. Licensee has required immunizations. Licensee signed up for the mandated reporter training on 01/11/2023. The facility roster is maintained and was reviewed. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA reminded Licensee of the following: Report suspected child abuse and neglect, maintain children\342\200\231s records according to regulation, post all required forms, and ensure that all adults residing or working in the home have criminal background clearances or exemptions. Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare. Incidental Medical services (IMS) policy was discussed. For IMS information see Evaluator Manual \342\200\223 Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. No deficiencies cited. A copy of the report and appeal rights (LIC 9058) was provided to the applicant and notice of site visit (LIC9213) was given to Licensee and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with the licensee Gloria Gonzalez.
