What the inspector wrote

On 11/12/2025 at 11:30 AM, Licensing Program Analyst (LPA) Hanna Lucas, and Licensing Program Manager (LPM) Joelle Redding, conducted an in person office meeting with Licensee, Sadaf "Amber" Arsalan to provide the findings for the complaint initiated on 9/25/25. A copy of the following regulations were provided the Licensee: Title 22 Regulation Section 102352 Definitions Title 22 Regulation Section 102417 - Operation of a Family Child Care Home, Title 22 Regulation Section 102371 \342\200\223 Fire Safety Clearance Title 22 Regulation Section 102402 Revocation or Suspension of a License or Registration. Health and Safety Code, 1597.40 - Public policy to provide home environment; restriction governing real property. (2) Type B deficiencies were issued on a separate LIC809/809-D, for the use of the garage, as the primary child care space, and for the Licensee being absent more than 20% of the day care operation hours. In addition, LPA discussed limiting the Licensee pit bull\342\200\231s access to the day care space. Licensee understands that the dog must be kept secure and ensure that it kept separate from the day care space, at all times. Exit interview conducted and report was reviewed with Licensee, Sadaf "Amber" Arsalan. Appeal rights were provided and discussed. .

This requirement is not met as evidenced by: Based on observation, interview, and file review, the Licensee is using the garage for the main child care space and the fire clearance specifically states that the garage is not permitted for use.

    102417 Operation of a Family Child Care Home (a) The licensee shall be present in the home and shall ensure that children in care are supervised at all times...Temporary absences shall not exceed 20 percent of the hours that the facility is providing care...This requirement is not met as evidenced by: Based on observation and interview, the Licensee did not comply with the section cited above in that the LPA observed the Licensee arrive to the facility on 11/03/2025, two hours after the facility opened, exceeding 20% of day care hours, which poses/posed a potential health, safety, or personal rights risk to children in care.
