On May 27, 2026 at 1:35 p.m., Licensing Program Analyst (LPA) Angela Nguyen conducted an unannounced Annual/ Random Inspection and met with the Licensee, Elena Perez. LPA disclosed the purpose of the inspection and was granted facility entry by the Licensee. The Licensee and three day care children were present during the inspection. All three children were under the age of 24 months. The following areas used for childcare: Day care room with included bathroom, kitchen, living room, and backyard. The off-limit areas: All bedroom, one included bathroom within bedroom, and garage. The off-limit areas are made inaccessible by the use of doorknob covers and child proof gates. Licensee stated her hours of operation: Monday- Friday, 6:00 a.m.- 4:00 p.m. The fire extinguisher, smoke detector, and carbon monoxide detector are operational. Hazardous items were observed in a locked cabinet during this inspection. LPA observed children’s toys and play equipment available for children. Licensee uses fenced backyard for outdoor play. There is a fireplace with a safety screen in the home that is barricaded by toy shelving. Licensee stated there is a fountain in the backyard. LPA observed there was a fountain in the backyard barricaded by tall leafy plants inaccessible to children. Licensee stated there are no weapons in the home. The licensee provided proof of control of property. Licensee’s First Aid and CPR certifications expire in 10/9/2027. Licensee has required immunizations. Mandated Reporter Training expires on 2/24/2028. PA reminded licensee that Mandated reporter and Pediatric CPR/ First aid expires every 2 years and shall be kept on file at the facility. The facility roster is maintained and was reviewed. The last fire drill was conducted and documented on 4/16/2026. Earthquake drill was conducted and documented on 4/24/2026. Child record review was conducted and determined to be complete. LPA obtained a copy of current children facility roster. LPA discussed the facility emergency disaster plan, LIC 311D and safety of children. LPA reminded Licensee of the following: Report suspected child abuse and neglect, maintain children’s records according to regulation, post all required forms. LPA advised Licensee that prior to making alterations or additions to the home or grounds, including installation of in-ground or above ground bodies of water, the applicant shall notify the Department of the proposed change. Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed license of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. No deficiencies cited during this inspection. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee Elena Perez, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
