Inspector’s narrative

What the inspector wrote

Licensing Program Analyst (LPA), Jennifer Lott conducted an unannounced Annual Licensing Inspection. LPA was greeted at the front door by Licensee, Jeri Trapp and granted entry after identifying herself and disclosing the purpose of her visit. The licensee is using the following areas for daycare: Family room, bedrooms 1-3, bathroom, preschool room, front yard and back yard. Off limit areas include: Garage, side yard and shed. Business Hours are: 730am to 430pm Monday through Friday. The facility currently has 13 children in care of which 2 were infants. Licensee provided a copy of their current roster and is operating within the licensed ratio and capacity. At 11:15am, LPA/licensee tested the fire alarm and carbon monoxide detector located in the hallway area. Both devices were functional. At 12:30pm, LPA observed the swimming pool located in the back yard. All bodies of water are secured and meet Title 22 regulations with brown colored fencing measuring 5ft in height, not obscuring the pool from view. The gate to the pool swings away from the pool and self latches. Licensee, Trapp advised there are no firearms or ammunition stored on the premises. There are no open fire places, open faced heaters or stairs in the home. Storage for poisons, detergents, cleaning solutions, medications are locked and inaccessible to children. Outdoor play area is fenced and free of hazards. The last disaster/fire drill was conducted on 04/01/2022. The home is kept clean and orderly with heating and ventilation for safety and comfort. The home provides safe toys, play equipment and materials. Children\342\200\231s records contained emergency contact information and immunization records. All parents or representatives received a copy of the Family Child Care Home Notification of Parent\342\200\231s Rights. Pediatric CPR and First Aid cards are current and will expire on 07/23. One staff did not have a current Mandated Child Abuse Reporting. Staff immunizations were reviewed and are in compliance. There is a working telephone and email address. Licensee was advised that all adults 18 and over living or working in the home, including employees and volunteers, must obtain criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day / per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee or facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee for facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical services (IMS) policy was discussed. For IMS information see Evaluator Manual \342\200\223 Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department.
