Page 2 Although narratives from interviews conducted did vary slightly, interviews did corroborate that the method of discipline used at the time of the incident was not an appropriate method of discipline. LPA found that the method used was a violation of personal rights of children in care. Therefore, based on LPA’s observations, interviews conducted and documents reviewed, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. Regarding the allegation Licensee does not treat daycare children with dignity and respect. During the investigation, LPA conducted interviews and made observations during the visit to the home daycare on 12/05/2025. Although the language used by the Licensee may have the intent of redirection for children’s health and safety, some verbiage used at times and delivery method was found to be in violation of children’s personal rights and inappropriate to use for redirection and/or addressing children in care. Based on LPA’s observations, interviews conducted and documents reviewed, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. A notice of site visit was given and licensee understands this must remain posted for 30 days.
