On 10/04/22, at 8:20 a.m., Licensing Program Analyst (LPA), Rajani Goudreau conducted an unannounced Annual Inspection and met with Licensees, Alicia and Jose Delgado. LPA disclosed the purpose of the inspection and was granted entry into the facility by the licensees. There were eight children present (four infants and four preschool age children) in the facility during this inspection. This facility is a one story, two-bedroom and two-bathroom house. The following areas are used for childcare: living room, kitchen, bathroom located in hallway of home, front yard, covered patio located in backyard. The following off-limit areas are made securely inaccessible: two bedrooms, bathroom located in the master bedroom and garage and partial of back yard where the pool is located. Operation hours are Monday through Friday from 6:00 a.m. to 6:00 p.m. The fire extinguisher, smoke detector, and carbon monoxide detector meet requirements, per LPA observation. LPA observed hazardous items inaccessible to children in care. LPA informed licensees poisons shall be placed in a storage area and locked.LPA observed toys, play equipment and materials available for the children\342\200\231s use.The home has a fenced front yard available for outdoor activities. LPA informed licensees children in care shall be supervised during outdoor activities. There is a pool located in the backyard of the home. Pool in back yard is fenced with a five feet high fence with openings on fence no wider than four inches, and in no way obstruct a complete and clear view of the pool from the outside. In addition, pool fence has two gates that are self-closing, self-latching and swings away from the pool, per LPA observation. Licensee stated there are no firearms or weapons in the home. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Licensees First Aid and CPR certifications are valid and expire in May 2023. Licensees have required immunization\342\200\231s on file, per file review. Licensees have completed the Mandated Reporter Training in January 2021. LPA informed the licensees the Mandated Reporter training shall be completed once every two years. The facility roster is maintained and was reviewed. The last fire and disaster drills were conducted and documented on September 06, 2022. Children's file were reviewed and complete. There is one play yard for each infant who is unable to climb out of the crib or play yard. Play yards are free from all loose articles and objects. The provider physically checks on sleeping infants every 15 minutes. An Individual Infant Sleeping Plan [LIC 9227 (3/20)] is maintained for each infant up to 12 months of age. The provider places infants up to 12 months of age on their backs for sleeping. Incidental Medical services (IMS) policy was discussed. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with licensees and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensees of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov .
