What the inspector wrote

Although, record review also revealed LIC does provide parents with their parent’s rights that includes the right to enter and inspect the facility. Interviews and record review also revealed LIC implemented a COVID-19 addendum into her contract that stated pick up and drop off is at the front door. Additionally, LPA previously observed a sign at the front door of the FCC that read pick up and drop off at door only. Interviews revealed that P1 and P2 asked LIC at different times to enter the facility to observe their children in the FCC and LIC informed them no one was allowed inside due to health and safety precautions. Based on observations, confidential interviews, and record review, the preponderance of evidence standard has been met and the allegation that P1 and P2 were not allowed to tour facility is substantiated. The facility is being cited for violation of Title 22 Regulations Section 101218.1(b)(1) Parents Rights. An exit interview was conducted and a copy of this report and appeal rights were discussed and provided to Licensee Leticia Bee. A notice of site visit was also provided and must remain posted for 30 days. Confidential interviews revealed C1 had a difficult time taking the bottle and adjusting to the FCC. Interviews revealed LIC held C1 and offered the bottle to C1 while C1 was in care, while other interviews revealed it was stated that LIC did not have time to constantly hold infants to feed them. LPA reviewed documentation stating C1 did eat in care, while other day’s documentation was not available. Further record review also revealed that LIC was in communication with C1’s parents regarding C1 not wanting to take the bottle at times and informing parents of how much C1 drank. Based on confidential interviews and record review, the allegation that C1 was not properly being fed while in care may have occurred, however is not supported or proven by evidence. Therefore, the above allegation is unsubstantiated. An exit interview was conducted and a copy of this report and appeal rights were discussed and provided to Licensee Leticia Bee. A notice of site visit was also provided and must remain posted for 30 days.
