On 03/18/2025 at 9:00AM, Licensing Program Analyst (LPA), Hanna Lucas, made an unannounced visit for the purpose of an Annual Inspection. LPA was greeted at the door by Licensee, Jennifer Wheeler. Licensee\342\200\231s sister/helper, Justine Salvacion, her husband, Robert Wheeler, and her 14-year-old son were home as well. The 4 bedroom and 3-bathroom home was toured and inspected to ensure that the environment is safe for the care and supervision of children. During the visit, there were 10 children in care, 2 children were under the age of 2. There were 8 children being cared for by the Licensee in the front living room, and two infants were being cared for by the Licensee\342\200\231s helper in the in playroom/infant room. The facility was within ratio and capacity. Child care areas include the front living room, small playroom/infant room, bathroom #1 and the backyard. Off limits areas are the entire upstairs (4 bedrooms, 2 bathrooms), the kitchen, and the garage, which have been made inaccessible through the use of baby gates, and door knob covers, while children are in care. Per the Licensee, the children are observed upon entry and throughout the day for signs of illness. If a child is ill, an appropriate isolation area has been established in the front entry way. The facility sketch on file is accurate. The home is clean and has adequate ventilation and heating. Licensee has provided enough space for the children to eat, sleep, and play within the home. Licensee is enrolled in the Children Nutrition Program and provides lunch and snacks to the children. The furniture, napping materials, and children\342\200\231s toys are safe and age appropriate. Outdoor play space is fully fenced with safe and age-appropriate equipment, including a large play structure. Licensee understands any equipment is to be used with appropriate supervision and per manufacturer's recommendation. Licensee was reminded that no child shall be left in a parked vehicle or car seat for sleeping purposes. Licensee has a working cellphone and can communicate with the parents via text or call. All required forms are posted within the home. Emergency drills are being conducted and logged at least every six months and there is a written disaster plan on file. The fire extinguisher is full and of adequate size and located on the front entry wall. The smoke alarm in the hallway, outside bathroom #1 and carbon monoxide detector in the hallway, outside the playroom/infant room are operational. There are no weapons stored in the home, or on the property, and there are no bodies of water present. LPA reviewed the children and staff records, both were complete and current. Facility roster was current and is being stored for 3 years. Licensee's pediatric CPR/FA is valid until 01/19/2027 and Mandated Reporter certificate until 09/06/26. LPA reminded the Licensee, that Mandated Reporter Training certificates are to be renewed every two years at the following website: www.mandatedreporterca.com . Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed California Megan's Law and the website was provided as follows: www.meganslaw.ca.gov . Licensee confirmed that there are no Registered Sex Offenders living in the facility. LPA discussed the safe sleep regulations with licensee and provided the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
