What the inspector wrote

On 06/24/2025 at 9:00AM, Licensing Program Analyst (LPA), Hanna Lucas, made an unannounced visit for the purpose of an Annual Inspection. LPA was greeted at the gate by Licensee, Elisangela Watral . The 4 bed, 4 bathroom, 3 story home was toured and inspected to ensure that the environment is safe for the care and supervision of children. During the visit, there were 8 children present, 4 children under the age of two, being supervised by the Licensee, and her Assistant, Quintino De Santana.The facility was within ratio and capacity. Child care areas include the bottom floor of the house, which includes, one bedroom(2 year olds nap room), living room(infant nap room), small kitchenette, one bathroom, and the fenced back patio. Off limits areas are the second and third floor of the home and have been made inaccessible by child locks on the door handles while children are in care. Per the Licensee, the children are observed upon entry and throughout the day for signs of illness. If a child is ill, an appropriate isolation area has been established in the infant nap room. The facility sketch on file is accurate. The home is clean and has adequate ventilation and heating. Licensee has provided enough space for the children to eat, sleep, and play within the home. Licensee provides all meals to children who are eating solid food. Children\342\200\231s food is stored in the kitchenette. The fully fenced back patio, with a fully fenced pool, is used for play time. Licensee did not meet pool safety regulations, as she did not have a pool cover or water alarm, a life ring, a life pole, and was not performing or logging daily inspections of the drowning prevention equipment. Licensee has a working cellphone and can communicate with the parents via text or call. All required forms are posted in the infant nap room. Emergency drills are being conducted and logged at least every six months and there is a written disaster plan on file. The drill was last conducted on 01/17/2025 The fire extinguisher is full and of adequate size and located in the bathroom by the window. The dual smoke alarm and carbon monoxide detector located in both the infant nap room and 2 year old nap room, are operational. There are no weapons stored in the home, or on the property. Licensee was reminded that supervision of the children must be maintained at all times, and no child shall be left in a parked vehicle or car seat for sleeping purposes. LPA reviewed the children records, confirming the age of children in care. LPA reviewed staff records, both were complete and current. Facility roster was current and is being stored for 3 years. Licensee's pediatric CPR/FA is valid until 12/2025. Licensee and her Assistant\342\200\231s Mandated Reporter certificate is valid until 05/2027. LPA reminded the Licensee, that Mandated Reporter Training certificates are to be renewed every two years at the following website: www.mandatedreporterca.com . Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed California Megan's Law and the website was provided as follows: www.meganslaw.ca.gov . Licensee confirmed that there are no Registered Sex Offenders living in the facility.LPA discussed the safe sleep regulations with licensee and provided the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department.
