What the inspector wrote

On October 14, 2021, at 10:10 AM, Licensing Program Analyst (LPA), Marie Hernandez conducted an unannounced annual inspection and met with the Licensee, Alba Buritica. LPA disclosed the purpose of the inspection and was granted entry into the facility. During the inspection, there are eight children present with the Licensee, adult helpers, Maria Cordova-Oliva and Ana Avila-Cardona. The adult helper/daughter, Ana and Language Link Interpreter #14065 provided translation services in Spanish for the Licensee. The Licensee accompanied LPA on the tour of the facility. This facility is a two story home. The following areas are used for child care: The kitchen, dining room, living room, the downstairs hallway bathroom and the backyard. The off limit areas are the entire second floor and the garage. The second floor and the garage are made inaccessible to children through the use of a child safety gate and locked door. The fire extinguisher meets the requirements. The carbon monoxide detector and the smoke detector are operable. The sharp objects and dangerous items are inaccessible to children. The home has toys, play equipment and materials available. The Licensee utilizes the backyard for outdoor activities of children. There are no bodies of water observed on the premises during the inspection. The Licensee stated there are no weapons in the home. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. The Licensee\342\200\231s and the adult helpers pediatric first aid/CPR certification are current. The Licensee and the adult helpers have the required immunization records. The Licensee and the adult helpers did not renew their Mandated Reporter Training (AB1207) every two years as required per regulations. The Licensee has maintained the child roster and the fire/disaster drills. The last drill was conducted on 08/16/2021. The Licensee has not maintained the fifteen minute checks of infants in care. LPA conducted a consultation with the Licensee and the adult helpers regarding the fifteen minute check requirement. The Licensee stated she will maintain the fifteen minute checks of infants and will maintain the documentation as well. The Licensee does not plan on providing Incidental Medical Services (IMS) to children at this time. IMS policy was discussed. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information was reviewed and discussed: Safe Sleep Plans/regulations, fifteen minute checks/documentation, SIDS, shaken baby, child abuse reporting, mandated reporter training, community resources, YMCA Childcare Resource Service, children\342\200\231s records, facility records, required postings, immunization's, unusual incident report, facility roster, car seat law, visual for ratio/capacity, fire/disaster drill log and prohibited items including no smoking or corporal punishment in a day care. LPA discussed the maximum capacity for a large family child care home: Maximum capacity, when there is an assistant present, 12 - no more than 4 infants. Capacity of 14 - no more than three infants, 1 child in kindergarten or elementary school and 1 child at least age 6 including children under age 10 who live in the home. When there is no assistant present, the Licensee must revert back to a small family child care as per regulations. Discussed the Covid-19 guidelines as per CDC. LPA discussed the Guardian for background checks and disassociation's with the Licensee. The Licensee is advised to regularly visit the Community Care Licensing WEBSITE: www.cdss.ca.gov for quarterly updates and updated regulation information. The Duty Line was provided: (619) 767-2248. Southern California Child Care Advocate information was provided, and the Applicant was encouraged to subscribe through the CCLD website in order to be placed on an email list for updated regulation information. The Advocate information was provided: (714) 703-2800 or childcareadvocatesprogram@dss.ca.gov. LPA Marie Hernandez explained the inspection report including the deficiency cited on page two (LIC 809-D), The Licensee was provided the facility evaluation report, appeals rights and the notice of site visit. The Licensee was advised that the notice of site visit must be posted in a prominent place for 30 days. The Licensee stated it was understood.
