What the inspector wrote
On 04/02/2025 at 3:00PM, Licensing Program Analysts (LPAs), Hanna Lucas, and Hector Canton, made an unannounced visit for the purpose of an Annual Inspection. LPAs knocked several times and announced their presence at the front door for approximately 15-20 minutes. LPAs observed Licensee\342\200\231s Assistants, Sharlean Peck, and Sadie Holdaway, walking up the driveway and requested to be let into the home. Once inside the home, LPAs observed 12 children, 1 under the age of 24 months, napping and being supervised by Licensee\342\200\231s adult daughter, Adrian Eagleston, who was not fingerprint/criminally cleared and associated to the facility number. Facility was not within capacity because assistants were not present within the home, and therefore the facility must operate as a small family child care license.
The 5 bedroom, 3-bathroom, 2 car garage home, was toured and inspected to ensure that the environment is safe for the care and supervision of children. The facility exceeded the licensed capacity, because at the time of inspection, assistants were not within the home and therefore must operate as a small, licensed facility. Child care areas include the first floor of the home, with the exception of the office and the garage. The kitchen and living room are only used while the children are eating or transitioning to play outside. The second floor is off limits. Off limits areas have been made inaccessible through baby gates while children are in care. Per the Licensee\342\200\231s Assistants, the children are observed upon entry and throughout the day for signs of illness. If a child is ill, an appropriate isolation area has been established in the playroom. The facility sketch on file is accurate. The home is clean and has adequate ventilation and heating. Licensee has provided enough space for the children to eat, sleep, and play within the home. Licensee provides lunch and snack to the children that is of nutritional value and proper quantity. The furniture, napping materials, and children\342\200\231s toys are safe and age appropriate. Outdoor play space is fully fenced with safe and age-appropriate equipment. Licensee\342\200\231s Assistant, Sharlean Peck was reminded that supervision of the children must be maintained at all times, and no child shall be left in a parked vehicle or car seat for sleeping purposes.
Licensee and both of her Assistants have a working cellphone and can communicate with the parents via text or call. All required forms are posted within the home. Emergency drill was conducted on 2/21/25 and there is a written disaster plan on file. The fire extinguisher is full and of adequate size and located in the kitchen, above the fridge. The dual smoke alarm and carbon monoxide detector in the hallway, outside bathroom #1, is operational. There are no weapons stored in the home, or on the property, and there are no bodies of water present.
LPA reviewed the children records which were complete and current. Facility roster was current and is being stored for 3 years. Licensee's pediatric CPR/FA is valid until 3/13/26 and Mandated Reporter certificate until 4/10/26. LPA reminded the Licensee, that Mandated Reporter Training certificates are to be renewed every two years at the following website:

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee confirmed that there are no Registered Sex Offenders living in the facility.
LPA discussed the safe sleep regulations with licensee and provided the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

informed licensee\342\200\231s Assistant, Sharlean Peck, that this report dated 4/2/2025 documents two, Type A Citations which shall be posted for 30 consecutive days as there is an immediate risk to the health, safety, or personal rights of children in care.
Also, LPAs, Hanna Lucas, and Hector Canton informed the licensee\342\200\231s Assistant, Sharlean Peck to provide a copy of this licensing report dated 4/2/2025 that documents any Type A citation to all the parents or guardians of the children currently enrolled, by the next business day or the next day the children are in care, and to any newly enrolled parents or guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224) must be placed in the child's file for verification.
