What the inspector wrote

On April 21, 2023, at 9:05 am., Licensing Program Analyst (LPA), Vicky Williamson conducted an unannounced annual required Inspection and met with the Licensee, Alma Gonzalez. LPA disclosed the purpose of the inspection and was granted entry into the facility by the licensee. There were six (6) daycare children (ages 2 - 9 years old) present during this inspection, including licensee's school age child. Days and hours of operation are Monday - Friday, from 6:30am - 5:00 pm. This single story, 3 bedrooms, 3 bathroom home was inspected. The following areas are used daycare: living room, hallway bathroom, daycare room, and fenced patio. Off limit areas include: kitchen, dining room, master bedroom and bathroom (inside of master bedroom), bedroom #1 bedroom #2, laundry room and attached garage. Daycare children are escorted through the kitchen and dining room area to access the daycare room. The fire extinguisher, smoke detector, and carbon monoxide detector meet requirements. Hazardous items were made inaccessible to children during the inspection. The licensee has toys, play equipment and materials available. Licensee stated that there are no bodies of water on the premises. LPA observed no bodies of water on the premises during the inspection. Licensee stated there are no weapons in the home. The last fire/disaster drill was conducted and document on 3/26/2023. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. First Aid and CPR certifications for licensee is valid and expires on 7/ 2023. Licensee has the required immunization records on file. Mandated Reporter training for licensee was not available for review during time of inspection. Licensee stated that she will complete the AB1207 Mandated Reporter training. LPA informed licensee to ensure the mandated reporter training is completed once every two years. LPA observed the required documents posted. A sample of children\342\200\231s files were reviewed and determined to be complete. Incidental Medical services (IMS) policy was discussed. For IMS information see Evaluator Manual \342\200\223 Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA and licensee discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov . LPA discussed and provided Licensee with the following: child care advocates email address: childcareadvocatesprogram@dss.ca.gov . An exit interview was conducted with Licensee, Alma Gonzalez and a copy of this report along with Appeal Rights (9058) and LIC 809D were provided. A Notice of Site Visit was provided and must remain posted for 30 days from today\342\200\231s date. LPA observed Notice of Site Visit posted to bulletin board in living room. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
