On January 10, 2025 @ 9:25 a.m., Licensing Program Analyst (LPA) Angela Nguyen conducted an unannounced Annual/ Random Inspection and met with the Licensee, Tranisha Burton. LPA disclosed the purpose of the inspection and was granted facility entry by the Licensee. Present during the inspection was one staff, Mariah Carter and 12 day care children. At 9:51 a.m., an additional day care child arrived. This facility is a 3-bedroom, 2 bathroom single story home. Licensee accompanied LPA during this inspection. The following areas used for childcare: Living room, dining room, kitchen, hallway bathroom, backyard and daycare room. The off-limit areas: all 3- bedrooms, one bathroom included in the master bedroom and garage. The off-limit areas are made inaccessible by the use of child proof gates separating day care areas and doorknob covers on the exterior of the bedroom doors. Licensee stated her hours of operation: Monday- Friday 6:30 a.m.- 6:00 p.m. The fire extinguisher, smoke detector, and carbon monoxide detector are operational. Hazardous items were observed in an off- limits area during this inspection. Children’s toys and play equipment are available and observed free of hazards. Licensee was reminded that continuous supervision is to be given to children whenever engaged in outdoor activities. No bodies of water were observed on the premises during the inspection. There is a fireplace observed in the home with a safety gate surrounding it. Licensee stated there are no weapons in the home. Licensee’s First Aid and CPR certifications expire in 04/2025. Carter’s CRP/ First aide certification expire on 06/2025. Licensee and staff member do not have an active Mandated Reporter Training at the time of inspection, however; they both registered for the training and will submit proof of completion by 1/25/2025. Licensee has required immunizations. LPA reminded licensee that Pediatric CPR/ First aid and Mandated Reporter Training expires every 2 years and shall be kept on file at the facility. he facility roster is maintained and was reviewed. Last fire and disaster drill was conducted and documented on 9/2023. Licensee stated she will conduct a fire drill by 1/30/2025. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee stated Incidental Medical Services (IMS) policy was reviewed with licensee. Licensee stated she will contact LPA when there are children enrolled. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee and LPA discussed the facility emergency disaster plan, LIC 311D, and safety of children. LPA reminded Licensee of the following: Report suspected child abuse and neglect, maintain children’s records according to regulation, post all required forms. LPA obtained an updated LIC 279 from licensee. Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare. The maximum capacity for a large family child care home: 12 children (with a qualified assistant) with no more than 4 infants; or (with landlord consent) 14 children (with a qualified assistant) with no more than 3 infants, 1 child enrolled in kindergarten or elementary school and 1 child at least age 6 including children under age 10 who live in the licensee's home. When there are no Qualified Assistants present, the capacity reverts to the requirements for a Small Family Child Care. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, Tranisha Burton, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile. An exit interview was conducted with the licensee. The licensee was provided a copy of their appeal rights (LIC 9058) and notice of site visit (LIC 9213) and their signature on this form acknowledges receipt of these rights. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
