What the inspector wrote

On April, 16, 2026 at 9:39 a.m., Licensing Program Analyst (LPA) Angela Nguyen conducted an unannounced Annual/ Random Inspection and met with the Licensee, Tranisha Burton. LPA disclosed the purpose of the inspection and was granted facility entry by the Licensee. The Licensee, Mariah Carter and seven day care children were present during the inspection. One of those children was an infant. THis is a 3-bedroom, 2 bathroom single story home. Licensee accompanied LPA during this inspection. The following areas used for childcare: Living room, dining room, kitchen, hallway bathroom, backyard and daycare room. The off-limit areas: all 3- bedrooms, one bathroom included in the master bedroom and garage. The off-limit areas are made inaccessible by the use of child proof gates separating day care areas and doorknob covers on the exterior of the bedroom doors. Licensee stated her hours of operation: Monday- Friday 6:30 a.m.- 6:00 p.m. At 10:06AM, Licensee left the home. Licensee stated that she needed to go to work. The fire extinguisher, smoke detector, and carbon monoxide detector are operational. Hazardous items were observed in a locked cabinet during this inspection. LPA observed children’s toys and play equipment available for children. Licensee uses fenced backyard for outdoor play. There is a fireplace with a safety screen in the home. Licensee stated there are no bodies of water. LPA observed no bodies of water on the premises during the inspection. Licensee stated there are no weapons in the home. The licensee provided proof of control of property. Licensee’s First Aid and CPR certifications expire in 2/2028. Licensee has required immunizations. Mandated Reporter Training expired on 01/2027. Carter's Mandated reporter training expires on 1/17/2027. CPR/ First aid expires in 2/2028. LPA reminded licensee that Mandated reporter and Pediatric CPR/ First aid expires every 2 years and shall be kept on file at the facility. The facility roster is maintained and was reviewed. The last fire drill was conducted and documented on 12/12/2025. Staff records reviewed. Child record review was conducted and determined to be incomplete. LPA obtained a copy of current children facility roster however the roster was not updated to account for the number of enrolled children. LPA discussed the facility emergency disaster plan, LIC 311D and safety of children. LPA reminded Licensee of the following: Report suspected child abuse and neglect, maintain children’s records according to regulation, post all required forms. Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed license of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. During the exit interview, Mariah Carter, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. California Code of Regulations, (Title 22, Division 12 & Chapter 3), are being cited on the attached LIC 809-D. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
