On 01/25/2023 at 1:30PM Licensing Program Analyst (LPA) David Miller conducted an unannounced Annual Required Inspection and met with the licensee Barbara Nunez. LPA disclosed the purpose of the inspection and was granted facility entry by the Licensee. The licensee, three staff and eight (8) daycare children, (three infants and five preschoolers) were present in the facility during this inspection. Applicant will use the following areas for child care: living room, kitchen, dining room, daycare room, bathroom 2 (hallway), front, back and side yards. Off limits areas include: bedroom 1 (master), bathroom 1 (inside of master), bedroom 2, bedroom 3 and garage. They are made inaccessible to day care children through the use of door locks, doorknob covers, and safety gates. Applicant will utilize the back and side yards for outdoor activities, they are properly fenced. The fireplace is screened. The fire extinguisher and smoke/carbon monoxide detector met requirements. Hazardous items were observed inaccessible to children during this inspection. The licensee has available toys, play equipment and materials. Children play outside in the fenced backyard. Licensee was reminded that continuous supervision is to be given to children whenever engaged in outdoor activities. No bodies of water were observed on the premises during the inspection. Licensee stated there are no weapons in the home and LPA did not observe any firearms at the time of this inspection. Licensee\342\200\231s First Aid and CPR certifications expire in 07/22/2022 . Licensee has required immunizations. Licensee did not have proof of completing the Mandated Reporter training. The facility roster is maintained and was reviewed. The last fire and disaster drills were conducted and documented on 10/27/2022. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA reminded Licensee of the following: Report suspected child abuse and neglect, maintain children\342\200\231s records according to regulation, post all required forms, and ensure that all adults residing or working in the home have criminal background clearances or exemptions. Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare. Incidental Medical services (IMS) policy was discussed. For IMS information see Evaluator Manual \342\200\223 Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. A deficiency was observed as per California Code of Regulations, (Title 22, Division 12 & Chapter 3), and is being cited on the attached LIC 809-D. A copy of the report and appeal rights (LIC 9058) was provided to the applicant and notice of site visit (LIC9213) was given to Licensee and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with the licensee Barbara Nunez.
