What the inspector wrote

On 08/07/2025 at 10:00 a.m. Licensing Program Analyst (LPA), Shannan Williams conducted an unannounced Required Annual Inspection and met with Mounia Chemsi. LPA disclosed the purpose of the inspection and was granted entry into the facility by the Licensee. There were eleven (11) children present in the facility during this inspection. The licensee accompanied LPA inside of the facility during this inspection. The off-limits areas are inaccessible using door locks, gates and doorknob covers. Per the licensee the operating hours are Monday through Sunday from 5:00 am to 5:00 pm. The fire extinguisher, smoke detector, and carbon monoxide detector met the requirements. All hazardous items were inaccessible to children. The licensee has toys, play equipment, and materials available. The Licensee stated that they utilize the backyard for outdoor activities, and also stated she does sometimes take the children to the community park. The licensee stated she understands that the children are to be directly supervised at all times when at the park. The Licensee stated there are no bodies of water at the facility. LPA did not observe any bodies of water at the facility. The Licensee does utilize splash pads and small wading pools on extremely hot days. The Licensee stated that she understood that direct supervision is necessary at all times during water play activities and that the wading pools and all other water play objects must be emptied immediately after use. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in the Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee\342\200\231s First Aid and CPR certifications are up to date. The licensee has required immunizations. The facility roster is maintained and reviewed. LPA Williams reviewed five (6) children\342\200\231s files and one (1) staff file. The last fire and disaster drills were conducted on 03/10/2025. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual \342\200\223 Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPAs discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. There shall one crib or play yard for each infant who is unable to climb out of the crib or play yard. Cribs or play yards are free from all loose articles and objects. The licensee physically checks on sleeping infants every 15 minutes; The licensee documents these sleep checks as well. An Individual Infant Sleeping Plan [LIC 9227 (3/20)] shall be maintained for each infant up to 12 months of age and shall be available to the Department for review. The licensee places infants up to 12 months of age on their backs for sleeping. LPA discussed the following: Reporting Covid positive, suspected child abuse & neglect, maintaining children\342\200\231s records according to regulation, and post required forms. The licensee was reminded corporal punishment, smoking, exersaucers, bouncy seats, walkers, jumpers, and/or similar equipment are not allowed in daycare. During the exit interview, the licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. LPA provided the California Megan's Law website: www.meganslaw.ca.gov . Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies were cited. An exit interview was conducted, and the report was reviewed with the licensee. The licensee was provided with a copy of their appeal rights (LIC 9058 03/22) and their signature on this form acknowledges receipt of these rights. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
