What the inspector wrote

On January 14, 2026, at 9:20AM, Licensing Program Analyst (LPA), Vicky Williamson conducted an unannounced Annual Random inspection. LPA met with licensee\342\200\231s assistant Jessica Koski and disclosed the purpose of the inspection. At 9:45AM, Licensee Donna Cummings arrived to the daycare home. There were eight daycare childre present, three of whom are infants. At 11:28AM, an additional child reported to the daycare home. Days and hours of operation are Monday through Friday, from 6:00AM - 6:00PM. This two story, four (4) bedroom, three (3) bathroom home was tour and inspected. The following areas are used for daycare: living room, kitchen, dining room, bathroom #2 (hallway), covered patio, front and fenced area behind the home. Off-limits areas include bedroom #1 (master bedroom), bedroom #2, bedroom #3, bathroom #1 (inside of master bedroom), the garage and side yard (left side) all located downstairs in addition bedroom #4 and bathroom #3 located upstairs. Off limit areas are made inaccessible to children by use of doorknob covers, door locks and safety gates. Licensee states that the covered patio and fenced area behind the home is used for outdoor activities. The licensee is reminded that children should always be supervised during outdoor activities. License updated the facility sketch during time of inspection. LPA advised the licensee that prior to making alterations or additions to the home or grounds, the licensee shall notify the Department of the proposed change. Licensee stated there are no bodies of water on the premises. LPA observed no bodies of water on the premises during time of inspection. Licensee stated there are no firearms, other weapons, or ammunition in the home. See LIC 809C Continuation... The fire extinguisher, smoke and carbon monoxide detectors meet requirements and are operational. There is an entertainment center in the living room with a electric fireplace insert that is secured. The stairs in the home are secured with a safety gate. License is reminded that when children under 5 years of age are present, the stairs must be barricaded. All poisons, detergents, cleaning compounds, medications and other hazardous items in the home are made inaccessible to children through latches, locks, and/or placed on high surfaces. Licensee has children's toys, play equipment and books available. Licensee has a home phone and a working cell phone. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Pediatric CPR/First Aid certification for licensee and assistant is valid through May 2027. The licensee and assistant have required immunization records on file. Mandated Reporter training certification for licensee is valid through March 10, 2026 and current certification for assistant was not available for review during time of inspection. LPA informed licensee to ensure the mandated reporter training is completed once every two years. LPA observed the required documents posted. A sample of children\342\200\231s files were reviewed and were determined to be complete. LPA review of files determined that documentation of 15 - minute sleep checks for Child #1(C1), Child #2 (C2) and Child #3 (C3) were not available for review during time of inspection. The last fire drill was conducted and documented on January 6, 2026. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA and licensee discussed and reviewed the following: Report suspected child abuse and neglect, form LIC 311D, maintaining children\342\200\231s records according to regulation, posting required forms. Licensee is reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare. The licensee was also provided with information regarding SIDS, Lead Exposure and Shaken Baby Syndrome. Licensee completed the Health and Safety Issues Family Child Care Regulation 102417 form and new version of Family Child Care Home application form LIC 279 during time of inspection. California Code of Regulations, Title 22, Division 12, Chapter 3, deficiencies are being cited on the attached LIC 809D. During the exit interview, the Licensee Donna Cummings, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
