What the inspector wrote
On June 3, 2026, at 2:10 PM, Licensing Program Analyst (LPA), Vicky Williamson conducted an unannounced Annual Random inspection. LPA met with licensee's assistant Viola Joseph and disclosed the purpose of the inspection. There were three (3) daycare children present in addition to licensee's two minor children, one of whom is an infant. At 3:06 PM, licensee's three additional minor children arrived to the facility. At 3:50 PM, Licensee Rose Dorvilus arrived to the facility. Days and hours of operation are Monday through Sunday, 23 hours per day.
LPA accompanied by licensee's assistant inspected the indoors and outdoors of the home. This facility is a two story, seven (7) bedrooms, 4 bathrooms home. The following areas used for child care: kitchen, living room, dining room, room #2 (daycare room), bathroom 1, bathroom 2, portion of cover backyard leading from the daycare room. Off limits areas are the entire upstairs which includes bedrooms 1, 3, 4, 5, bathrooms 3 & 4, downstairs bedrooms 6 and 7, laundry room, the big room (leading from the dining area), fenced portion of backyard where pool is located, side yard (leading from laundry room), and the garage. They are made inaccessible through use of door locks, fencing and safety gate. Licensee was reminded when children under 5 years of age are present the stairway must be barricaded. Licensee stated that the fenced backyard leading from the daycare room is used for outdoor activities. Licensee was reminded that there must always be direct supervision of the children. Licensee stated that she understood.
Licensee stated there is a swimming pool on the premises. LPA observed an in-ground swimming pool, located in the backyard with a mesh fencing that is 5 feet high, has a self-latching gate that swings away from the pool, is self-closing and has a self-latching device. Licensee stated that a key is used to open the gate. Licensee did not have a pool alarm, life ring or rescue pole with a body hook during time of inspection. Licensee did not have the daily safety inspection log available for review during time inspection.
LPA advised the Licensee that prior to making alterations or additions to the home or grounds, the Licensee shall notify the Department of the proposed change.
The fire extinguisher, smoke and carbon monoxide detectors meet requirements and are operational. All poisons, detergents, cleaning compounds, medications and other hazardous items in the home are made inaccessible to children through latches, locks, and/or placed on high surfaces. Licensee has children's toys, play equipment and books available. Licensee has a working cell phone. The fireplace in the home is properly barricaded. Licensee stated there are no firearms, other weapons, or ammunition in the home.
Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Pediatric CPR and First Aid certification for licensee and assistant is valid through May 2028. The licensee and assistant have required immunization records on file. Mandated Reporter training certification for licensee is valid through April 16, 2028 and certification for licensee's assistant was not current. LPA informed licensee to ensure the mandated reporter training is completed once every two years. LPA observed the required documents posted.
LPA observed one crib and play yard for each infant who is unable to climb out of the crib or play yard. ribs and play yards are free from all loose articles and objects. A sample of children’s files were reviewed and were determined to be complete. The last fire drill was conducted and documented on March 9, 2026.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Licensee is reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare.

Licensee completed the Health and Safety Issues Family Child Care Regulation 102417 form and new version of Family Child Care Home application form LIC 279 during time of inspection.
California Code of Regulations, (Title 22, Division 12, Chapter 3), deficiencies are being cited on the attached LIC 809D.
During the exit interview, the Licensee Rose Dorvilus, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
