What the inspector wrote

On September 12, 2024, @ 9:58am at Licensing Program Analyst (LPA) Angela Nguyen conducted an unannounced Annual/ Random Inspection and met with the Licensee, Carmen Escobar. LPA disclosed the purpose of the inspection and was granted facility entry by the Licensee. The Licensee and 2 infants were present in the facility during this inspection. This facility is a 3-bedroom, 2-bathroom, single story home. Licensee accompanied LPA during this inspection. The following areas used for childcare: living room, kitchen, family room, and bathroom in hallway. The off-limit areas: Garage, front yard, master bedroom with included bathroom, bedroom #2 and #3, and backyard. The bedrooms are made inaccessible using a key to unlock the door from the exterior. Licensee stated her hours of operation: Monday- Friday 6:00 a.m.- 3:00 p.m. Licensee has provided adequate space for the children to eat, sleep and play within the home. Home is clean, orderly and has adequate ventilation. LPA observed an empty covered and locked jacuzzi in backyard. The backyard is an off-limits area made inaccessible to children with the use of locks on the interior of the sliding door. The fire extinguisher, smoke detector, and carbon monoxide detector are operational. Hazardous items were observed in the off-limit area during this inspection. Children\342\200\231s toys and play equipment are available and observed free of hazards. Stairs are barricaded when children under age 5 years old are present. Licensee states children use the front yard and nearby park for outdoor play. Licensee was reminded that continuous supervision is to be given to children whenever engaged in outdoor activities. No bodies of water were observed on the premises during the inspection. There are no fireplaces observed in the home. Licensee stated there are no weapons in the home. Licensee\342\200\231s First Aid and CPR certifications expire July 2025. Licensee has required immunizations. Mandated Reporter Training expires in December 2024. LPA reminded licensee that Mandated reporter and Pediatric CPR/ First aid expires every 2 years and shall be kept on file at the facility. The facility roster is maintained and was reviewed. (See 809C) The last fire and disaster drills were conducted and documented on 08/26/2024. Staff and child record review was conducted and determined to be complete. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee stated Incidental Medical Services (IMS) policy was reviewed with licensee however, are not being provided at this time. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA obtained a copy of current children facility roster. Licensee and LPA discussed the facility emergency disaster plan, LIC 311D and safety of children. LPA reminded Licensee of the following: Report suspected child abuse and neglect, maintain children\342\200\231s records according to regulation, post all required forms. Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. See 809 C During the exit interview, Carmen Escobar confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile. No deficiencies were cited at time of inspection. An exit interview was conducted with the licensee. The licensee was provided a copy of their appeal rights (LIC 9058) and notice of site visit (LIC 9213) and their signature on this form acknowledges receipt of these rights. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. LPA provided notice of site visit and observed it being posted at the facility.
