What the inspector wrote

On 12/19/2024 @ 1:00 p.m., Licensing Program Analyst (LPA) Angela Nguyen conducted an unannounced Annual/ Random Inspection and met with the Licensee, Vanessa Payant. LPA disclosed the purpose of the inspection and was granted facility entry by the Licensee. The licensee and her assistant, Missonlye Conserve, Sister, Stephanie Payant and nephew were present at the facility. This facility is a 3 bedroom, 2 bathroom, single story home. Licensee accompanied LPA during this inspection. The following areas used for childcare: Living room, kitchen, dining room, bathroom and backyard. The off-limit areas: Bedroom #1, Bedroom #2 and Bedroom #3 with included bathoom. The bedrooms are made inaccessible by the use of doorknob covers on the the exterior of the doors. Licensee stated her hours of operation: Monday-Saturday 6:00 a.m.- 10:00 p.m. The fire extinguisher, smoke alarm, and carbon monoxide detector are operational. Hazardous items were observed in a high cabinet inaccessible to children. Children\342\200\231s toys and play equipment are available and observed free of hazards. Licensee states children use fenced backyard for outdoor play. Licensee was reminded supervision is to be given to children whenever engaged in outdoor activities. Licensee states there are no bodies of water were observed on the premises. LPA observed no bodies of water. There are no fireplaces observed in the home. Licensee stated there are no weapons in the home. Licensee\342\200\231s First Aid and CPR certifications expire in 5/2025. Licensee has required immunizations. Mandated Reporter Training expires on 10/2025. Assistant has Pediatric CRP/ First aide expiring in 5/2025. Assistant does not have Mandated Reporter training because it is not offered in her primary language of Haitian Creole. LPA reminded licensee that Mandated Reporter and Pediatric CPR/ First aid expires every 2 years and shall be kept on file at the facility. The facility roster is maintained and was reviewed. The last fire and disaster drills were conducted and documented on 9/6/2024. Staff and child record review was conducted and determined to be complete. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee stated Incidental Medical Services (IMS) policy was reviewed with licensee however, are not being provided at this time. Licensee states that she will contact LPA to create a plan and submit to the licensing offcie when there are kids enrolled. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA obtained a copy of current children facility roster. Licensee and LPA discussed the facility emergency disaster plan, LIC 311D and safety of children. LPA reminded Licensee of the following: Report suspected child abuse and neglect, maintain children\342\200\231s records according to regulation, post all required forms. Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, Vanessa Payant, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
