What the inspector wrote

On January 15, 2026 at 9:09 a.m., Licensing Program Analysts (LPAs) Angela Nguyen and Michelle Hood conducted an unannounced Annual/ Random Inspection and met with the Licensee, Vanessa Payant. LPAs disclosed the purpose of the inspection and was granted facility entry by the Licensee. The Licensee, Missonlye Conserve and three day care children were present during the inspection. One of those children is infant. At 11:15 a.m. Pikenson Conserve arrived at the home. This facility is a single story, 3 bedroom, 2 bathroom house. Licensee accompanied LPAs inside and out of the facility during this inspection. The following areas used for child care: living room, bathroom, kitchen, and backyard. Off limits areas are all three bedrooms with one included bathroom. They are inaccessible through use of a key lockable doorknob. Hours of operation: Monday- Saturday from 6:00 a.m. to 10:00 p.m. The fire extinguisher, smoke detector, and carbon monoxide detector are operational. Hazardous items were observed in a locked cabinet during this inspection. LPAs observed children\342\200\231s toys and play equipment available for children. Licensee uses fenced backyard for outdoor play. Licensee stated there are no bodies of water. LPAs observed no bodies of water on the premises during the inspection. Licensee stated there are no weapons in the home. At 9:32 a.m., LPAs observed a storage shed on the left side of the home with a bed, rug, cabinet, light and fan in it. Licensee stated that it was a storage shed and no one lives there. At 9:35 a.m. LPAs observed the main gate to the back yard was locked with a padlock and chain linked chain wrapped around it and a grey 14 passenger van backed up to the fence obstructing the second emergency exit. LPAs advised the licensee of the importance of the operation of a family child care home regulation and emphasized that the entrance must be easily opened in case of fire and disasters. Licensee unlocked the padlock during the inspection and understands that the exit must be clear for emergencies. Licensee was unable to access one storage room located in the backyard. Licensee\342\200\231s First Aid and CPR certifications expire in 04/2027. Licensee has required immunizations. Mandated Reporter Training expired on 10/2027. Conserves\342\200\231s Mandated reporter training expired on 10/2027. CPR/ First aid expires in 8/2027. Pikenson Conserve's CPR/ first aid expire 04/2027. LPA reminded licensee that Mandated reporter and Pediatric CPR/ First aid expires every 2 years and shall be kept on file at the facility. The facility roster is maintained and was reviewed. The last fire drill was conducted and documented on 09/02/2025. Staff records reviewed and discovered immunization records and TB test results must be available for review. Child record and sign in sheets review was conducted and determined to be complete. Licensee provided a copy of the lease renewal. Because the licensee rents/leases the home, proof of landlord notification is required. The LPAs observed the Property Owner/Landlord Notification form (LIC 9151) that the licensee confirms was provided to the property owner/landlord. The licensee obtained a signed Property Owner/Landlord Consent form (LIC 9149). Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. There is crib or play yard for each infant who is unable to climb out of the crib or play yard. Cribs or play yards are free from all loose articles and objects. Licensee physically checks on sleeping infants up to 24 months of age every 15 minutes. An Individual Infant Sleeping Plan [LIC 9227 (3/20)] shall be maintained for each infant up to 12 months of age. Licensee places infants up to 12 months of age on their backs for sleeping. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee stated Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA obtained a copy of current children facility roster. Licensee and LPAs discussed the facility emergency disaster plan, LIC 311D and safety of children. LPA reminded Licensee of the following: Report suspected child abuse and neglect, maintain children\342\200\231s records according to regulation, post all required forms. Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare. LPA obtained an updated LIC 279 Family child care application. Licensee was informed of the MyChildCarePlan.org website; California\342\200\231s consumer education website for locating child care services. This website will include all licensed child care providers statewide. During the exit interview, Vanessa Payant, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile.
