What the inspector wrote

On 1/12/2026, at 9:32 a.m., Licensing Program Analyst (LPA), Cindy Meier conducted an unannounced Annual Inspection and met with Licensee, Salina Zavala. LPA disclosed the purpose of the inspection and was led on a tour of the facility indoors and outdoors. This facility is a two-story, five-bedroom, two and a half bathroom house. The following areas are used for childcare: daycare room, living room, kitchen and half bathroom. Off limits areas include: Downstairs: garage, bedroom #1, #2, #3, #4, bathroom #1 and bathroom #2. Off limits area: Upstairs: bedroom #5 which are made inaccessible through the use of locks and safety gates. Off-limits upstairs area and is gated off at the bottom of the stairway and the licensee understands the gate must be in place when children under five years are present during day care hours. Hours of operation hours are Monday \342\200\223 Friday, 5:30 a.m. \342\200\223 6:00 p.m. There were no children present during the inspection. The fire extinguisher, smoke detector met requirements. The carbon monoxide was Non-operational Hazardous items were inaccessible to children in care. LPA informed licensee poisons shall be placed in a storage area and locked. LPA did not observe any poisons during the inspection. LPA observed toys and materials available for children\342\200\231s use. The home has a fenced backyard available for outdoor activities. LPA informed licensee to ensure children are supervised at all times during outdoor activities. The fireplace is located in the living room and is inaccessible to children. The licensee provided proof of control of property and is approved to care for a maximum, of fourteen (14) children. Licensee stated there are no bodies of water and LPA did not observe any bodies of water during the inspection. There is a fountain located in the backyard. Licensee stated the fountain is non-operational during operating hours. Licensee stated there are no firearms, other weapons, or ammunition in the home. Licensee stated she does transport children. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. LPA reviewed children\342\200\231s files. Children\342\200\231s files reviewed were complete and met regulations. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee\342\200\231s Mandated Reporter AB1207 training expires on 07/19/2026. Pediatric CPR and First Aid certifications expire on 11/2027. Licensee has required immunizations, per file review. Facility roster is maintained and was reviewed. The licensee conducted and documented a fire and disaster drill on 10/15/2025. Incidental Medical Services (IMS) policy was discussed. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the licensee, Salina Zavala, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. LPA reviewed with licensee the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children\342\200\231s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicant. LPA and licensee discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov . LPA discussed and provided Licensee with the following: childcare advocates email address: childcareadvocatesprogram@dss.ca.gov .
