Inspector’s narrative
What the inspector wrote
On 12/16/2025, at 10:30 a.m., Licensing Program Analyst (LPA), Cindy Meier conducted an unannounced Annual Inspection and met with Licensees, Gladys Aguilar-Gonzalez and Alexandra Guzman Hernandez. LPA disclosed the purpose of the inspection and was led on a tour of the facility indoors and outdoors. This facility is a one story, three-bedroom, two-and-a-half-bathroom house. The following areas are used for childcare: living room, half bathroom and backyard. Off limits areas include: kitchen, bedroom #1, bedroom #2, bedroom #3, bathroom #1, bathroom #2, garage, and dining room which are made inaccessible through the use of safety gates.
Hours of operation hours are Monday \342\200\223 Friday, 7:00 a.m. \342\200\223 6:00 p.m. There were nine (9) children, licensee and co-licensee present during the inspection.
The fire extinguisher, smoke detector and carbon monoxide detector met requirements. Hazardous items were inaccessible to children in care. LPA informed licensee poisons shall be placed in a storage area and locked. LPA did not observe any poisons during the inspection. LPA observed toys and materials available for children\342\200\231s use. The home has a fenced backyard available for outdoor activities. LPA informed licensee to ensure children are supervised at all times during outdoor activities. The fireplace is located in the living room and is inaccessible to children.
The licensee provided proof of control of property.
Because the licensee rents/leases the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC 9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149). Licensee is approved to care for a maximum of fourteen (14) children.
The home has a fenced backyard available for outdoor activities which also includes an in-ground pool. The pool is inaccessible to children and is surrounded by a five-foot-high fence, enclosing the body of water. The fence does not obscure the pool from view and includes a self-latching device and self-closing gate that swings away from the pool. The licensee has a rescue hook, US Coast Guard approved life ring, and pool alarm for safety measures. LPA tested the pool alarm and found it to be operational. Pool fencing meets Title 22 regulations. Licensee conducts a daily inspection of the safety measures before operation. LPA informed licensee to ensure children are supervised at all times during outdoor activities.
Licensee stated there are no firearms, other weapons, or ammunition in the home.
Licensee stated she does not transport children.
A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions.
LPA reviewed children\342\200\231s files. Children\342\200\231s files reviewed were complete and met regulations. LPA observed LIC9227 in children\342\200\231s files for 0-12 months of age and a documented Safe Sleep log was observed for children 0-24 months of age.
LPA reviewed assistant\342\200\231s files. Assistant\342\200\231s files reviewed were complete and met regulations.
Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Licensee\342\200\231s Mandated Reporter AB1207 training expires on 11/6/2027. Pediatric CPR and First Aid certifications expire on 6/2027. Licensee has required immunizations, per file review. Facility roster is maintained and was reviewed. The licensee conducted and documented a fire and disaster drill on 11/20/2025. Required documents are posted. There is one crib or play yard for each infant who is unable to climb out of the crib or play yard.
