On 10/27/2025, at 9:05 a.m., Licensing Program Analysts (LPA), Raina Alexanian and Licensing Program Manager (LPM) Jason Garay conducted an unannounced Annual Inspection and met with Licensee, Celia Arce. LPA disclosed the purpose of the inspection and was led on a tour of the facility indoors and outdoors. This facility is a two story, three bedrooms, three bathrooms house. Licensee accompanied LPA inside and out of the facility during this inspection. The following areas used for child care: Living room, dining room, bathroom located next to the kitchen and backyard. Off limits areas are: entire second floor (one bedroom, one bathroom), two bedrooms downstairs, hallway bathroom located on the first floor, family room, kitchen and garage and are inaccessible through use of baby gates. Hours of operation hours are Monday \342\200\223 Friday, 6:00 a.m. to 4:00 p.m. There was one (1) infant and three (3) preschool children, and the assistant present during the inspection. The fire extinguisher, smoke detector and carbon monoxide detector met requirements. Hazardous items were inaccessible to children in care. LPA informed licensee poisons shall be placed in a storage area and locked. The storage area for poisons is locked. LPA observed toys and materials available for children\342\200\231s use. The home has a fenced backyard available for outdoor activities. LPA informed licensee to ensure children are supervised at all times during outdoor activities. There is a fireplace in the off limit area( family room). Licensee stated there are no bodies of water and LPA did not observe any bodies of water during the inspection. Licensee stated there are no firearms, other weapons, or ammunition in the home. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. LPA reviewed children\342\200\231s files. Children\342\200\231s files reviewed were complete and met regulations. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee\342\200\231s Mandated Reporter AB1207 training expires 01/2026. Pediatric CPR and First Aid certifications expire on 05/2026. Licensee has required immunizations, per file review. Facility roster is maintained and was reviewed. The licensee conducted and documented a fire and disaster drill on 7/2025. The licensee has not conducted fire and disaster drills. Required documents are posted. There is one crib or play yard for each infant who is unable to climb out of the crib or play yard. Licensee obtained a signed Property Owner/Landlord Consent form (LIC 9149) and is approved to care for a maximum capacity of 14 children. This facility provides Incidental Medical Services \342\200\223 IMS. Provider not currently caring for any children receiving IMS. For IMS information see PIN 22-02-CCP. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. LPA reviewed with licensee the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children\342\200\231s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicant. LPA and licensee discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov . LPA discussed and provided Licensee with the following: childcare advocates email address: childcareadvocatesprogram@dss.ca.gov . There were no deficiencies cited during today's inspection. During the exit interview, the licensee, Celia Arce, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
