What the inspector wrote

On 08/30/22 at 1:33 p.m., Licensing Program Analyst (LPA), Rajani Goudreau conducted an unannounced case management licensee initiated capacity increase inspection. Upon arrival, LPA met with Licensee, Demetria Solis Rivera. Also, present in the home at time of inspection, Licensees’ adult daughter and spouse. Licensees' adult daughter assisted in translating the inspection. There were two children in care at time of inspection. LPA proceeded to tour this one story, three-bedroom and two-bathroom home. Facility operates Monday through Sunday, 6:00 a.m. to 6:00 a.m. All cleaning compounds, detergents, medications and other items which could pose a danger to children are stored where they are inaccessible to children and poisons are to be locked away. The fire extinguisher, smoke and carbon monoxide detectors meet requirements and are operational, per observation. LPA observed required postings posted. There is a fireplace located in the living room. Fireplace is securely screened. Children’s toys and play equipment are safe and age appropriate. There are no bodies of water on the premises of the home, per observation. Licensee confirmed there are no bodies of water on the premises. Children will utilize the front and side left yard for outdoor play. Side yard is accessible through the play room. Front yard is accessible through front drive way and the living room. LPA informed licensee to ensure children are supervised at all times during outdoor activities. There are no firearms or other weapons in the home, per Licensee. Primary telephone is operational. Pediatric CPR and First-Aid certificate is valid through August 2022. Licensee stated she is registered for a CPR/First aid class on September 04, 2022. Licensee stated once the class is completed she will provide the pediatric CPR/First aid certificate to the department. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. Licensee owns the facility and has provided proof of control of property. Licensee has met immunization requirement. Licensee has completed the Mandated Reporter Training on April 21, 2022. LPA informed Licensee the Mandated Reporter training shall be completed once every two years. Licensee will use the following areas for childcare: front yard, side left yard, living room, kitchen, playroom - bedroom #2, restroom located in hallway of home. Off limit areas of the home include: master bedroom, master restroom, bedrooms #1, guest house (garage), storage room located in the backyard, backyard and right side yard. Off limit areas of the home are made securely inaccessible, per observation. Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, a plan for provided IMS must be submitted to the Department. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA discussed California Megan's Law and provided the following to licensee with the following website: www.meganslaw.ca.gov . LPA informed licensee in order to access CCLD-Childcare regulations, licensing forms, pay the annual fee to visit the following website: http://ccld.ca.gov . LPA discussed the following with licensee: to sign up for Quarterly Updates and PINs for one or more programs through our website. Please go to www.cdss.ca.gov and on the right side of your screen click on “ Receive Important Updates ”, put your email address in and choose which program(s) you would like to subscribe to and click “subscribe. In addition, for questions contact Child Care Licensing duty line at 619-767-2248 . LPA discussed lead poisoning effects brochure and information on SIDS, shaken baby syndrome. Fire clearance granted on August 17, 2022 with the condition the garage shall not be used for child care. LPA discussed the following with licensee: Max capacity when there is an assistant present: 12 children-no more than 4 infants (birth to 24 months). When caring for 14 children no more than 3 infants. 1 child in kindergarten and 1 child at least 6 years old. When there is no qualified assistant the capacity reverts back to the requirements from a small childcare. You must notify the parents of the children in care when caring for more than 12 children. No deficiencies issues during today’s inspection. After final file review a large family childcare license will be issued and mailed to the facility.
