What the inspector wrote

On November 24, 2025 at 1:00 p.m., Licensing Program Analyst (LPA) Angela Nguyen conducted an unannounced Annual/ Random Inspection and met with the Thamie Pierre. Pierre stated the licensee went to the super market and will be home soon. Multilingual Interpretor # 98476675 assisted with translation in Hatian Creole. LPA disclosed the purpose of the inspection and was granted facility entry by the Pierre. There were 7 day care children present. One of those children was an infant. This facility is a one story, 3 bedroom, 2 bathroom house. Licensee arrived at 1:35 p.m. Licensee accompanied LPA inside and out of the facility during this inspection. The following areas used for child care are: living room, bedroom #1, bathroom #1 dining room, kitchen, and backyard. Off limits areas: garage, bedroom #2 & #3 and bathroom #2. They are inaccessible through use of door knob covers and child proof latches. Hours of operation: Monday - Friday from 6:00 a.m. to 12 p.m. The fire extinguisher, smoke detector, and carbon monoxide detector are operational. Hazardous items were observed in a locked cabinet during this inspection. LPA observed children\342\200\231s toys and play equipment available for children. Licensee uses fenced backyard for outdoor play. Licensee stated there are no bodies of water. LPA observed no bodies of water on the premises during the inspection. Licensee stated there are no weapons in the home. Licensee\342\200\231s First Aid and CPR certifications expire in 5/2025. Licensee has required immunizations. Licensee is currently exempt from mandated Reporter Training due to is LPA reminded licensee that Mandated reporter and Pediatric CPR/ First aid expires every 2 years and shall be kept on file at the facility. The facility roster is maintained and was reviewed. The last fire drill was conducted and documented on 1/22/2025. Staff records reviewed. Child record review was conducted and determined to be complete. ***** This is an amended version of the report dated 11/24/2025***** Licensee stated Pierre is her friend and came today to help her while she went to the store and to get her car serviced. Licensee confirmed that Pierre does not have an criminal record clearance to be present in the day care. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed license of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Type A deficiency and a $100 civil penalty is assessed during today's inspection, see LIC809D and LIC 421BG. LPA Nguyen informed licensee, Fabiola Lima that this report dated November 24, 2025 documents one Type A citation which shall be posted for 30 consecutive days as there is immediate risk to the health, safety, or personal rights of children in care. Also, LPA Angela Nguyen informed the licensee, Fabiola Lima to provide a copy of this licensing report dated November 24, 2025 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. One Technical Violation was issued. One Type B, California Code of Regulations, (Title 22, Division 12 & Chapter 3), are being cited on the attached LIC 809-D. Licensee, Fabiola Lima was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee, Fabiola Lima, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
