On August 25, 2025, at 1:50 p.m., Licensing Program Analyst (LPA), Angela Nguyen conducted an unannounced Annual/ Random Inspection and met with Licensee, Joceliny Delgado. LPA disclosed the purpose of the inspection and was granted entry into the facility by the Licensee. Also present at the facility during this inspection was Licensee\342\200\231s Husband and 3 day care children. At 2:30 p.m. an additional day care child arrived. This facility is a one story, four (4) bedroom, two (2) bathroom house. Licensee accompanied LPA inside and out of the facility during this inspection. The following areas used for child care are: Living room, dining room, bathroom in hallway, Bedrooms #1-#4 and fenced backyard. Off limits areas: bathroom in Room #1, laundry room and garage. Off limits areas are made inaccessible by the use of doorknob covers on the off- limit room doors, child proof locks on all the cabinets and a child proof gate to separate the day care areas. Hours of operation are: Monday- Friday 7:00 a.m. to 5:00 p.m. The fire extinguisher, smoke detector, and carbon monoxide detector were inspected and met requirements. Hazardous items were made inaccessible to children during the inspection. The licensee has toys, play equipment and materials available. The home has a fenced backyard for outdoor play. Licensee stated she provides direct supervision at all times when children are engaging in outside activities. Licensee stated there are no bodies of water on the premises and LPA did not observe any bodies of water during the inspection. Licensee stated there are no firearms or ammunition in the home. A review of staff records on this date indicates that all facility staff and other individuals who require caregiver background checks have received criminal record and child abuse clearances. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee\342\200\231s First Aid and CPR certification expires on 10/2026. Licensee has required immunizations on file. Licensee completed Mandated Reporter Training on 12/14/2023 and expires on 12/2025. Facility roster is maintained and was reviewed. The last fire and disaster drills were conducted and documented on 7/24/25. During the inspection, LPA observed one play yard for each infant who is unable to climb out of the play yard. Play yards are free from all loose articles and objects. Licensee physically checks on sleeping infants up to 24 months of age every 15 minutes. An Individual Infant Sleeping Plan [LIC 9227 (3/20)] is maintained for each infant up to 12 months of age. Licensee states she places infants up to 12 months of age on their backs for sleeping. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA provided and discussed the following: Report suspected child abuse and neglect, maintain children\342\200\231s records according to regulation, post all required forms. Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare. Licensee was also provided information regarding SIDS, Lead exposure and Shaken Baby Syndrome. Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. LPA and Licensee discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov . LPA advised Licensee if there is an unusual incident to report to call Licensing within 24 hours and to follow up with an LIC624B within 7 days. LPA discussed and provided Licensee with the following: child care advocates email address: childcareadvocatesprogram@dss.ca.gov. Incidental Medical Services (IMS) policy was discussed with Licensee. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA advised the Licensee that prior to making alterations or additions to the home or grounds, the Licensee shall notify the Department of the proposed change. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. On 08/04/2025, licensee submitted an application for a large license for up to 14 children. A fire clearance for 14 children was granted on 08/22/2025. During today\342\200\231s inspection, LPA observed the facility has ample space to care for up to 14 children. Licensee stated she has an assistance that had all the required documents to work at this facility. The maximum capacity for a large family child care home: 12 children (with a qualified assistant) with no more than 4 infants; or (with landlord consent) 14 children (with a qualified assistant) with no more than 3 infants, 1 child enrolled in kindergarten or elementary school and 1 child at least age 6 including children under age 10 who live in the licensee's home. When there are no Qualified Assistants present, the capacity reverts to the requirements for a Small Family Child Care. No deficiencies cited during today\342\200\231s inspection. A Notice of Site Visit (LIC 9213) was given to Licensee, Joceliny Delgado must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. LPA observed LIC 9213 was posted. Appeal Rights (LIC 9058) was provided. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. An exit interview was conducted, and the report was reviewed with Licensee, Joceliny Delgado.
