What the inspector wrote

On February 13 ,2026 at 10:00AM , Licensing Program Analyst (LPA) Angela Nguyen conducted an unannounced Annual/ Random Inspection and met with the Licensee, Stephane Senat. LPA disclosed the purpose of the inspection and was granted facility entry by the Licensee. The Licensee, Jean Senat, Angelia Senat and no day care children were present during the inspection. At 10:22AM LPA contacted Multilingual interpretation Services for Haitian Creole translation services and was connected with Operator # 5622062. This facility is a one story, 4 bedroom, 2 bathroom house. Licensee accompanied LPA inside and out of the facility during this inspection. The following areas used for child care: living room, dining room, kitchen, Bedroom #4, Bathroom #2 and backyard. Off limits areas are garage, bedroom #1-#3 and a portion of the backyard beyond the fence. They are inaccessible through use of door knob covers, child proof latches and a safety gate separating the day care areas from the off limits areas. Hours of operation: Monday - Saturday 6:00AM - 10:00PM. The fire extinguisher, smoke detector, and carbon monoxide detector are operational. Hazardous items were observed in a high area inaccessible to children during this inspection. LPA observed children\342\200\231s toys and play equipment available for children. Licensee uses fenced backyard for outdoor play. Licensee stated there are no bodies of water. LPA observed no bodies of water on the premises during the inspection. Licensee stated there are no weapons in the home. The licensee provided proof of control of property. Licensee\342\200\231s First Aid and CPR certifications expires in 03/16/2026. Licensee has required immunizations. Mandated Reporter Training expired on 05/05/2026. Helper's CPR expires on 05/18/2026. LPA reminded licensee that Mandated reporter and Pediatric CPR/ First aid expires every 2 years and shall be kept on file at the facility. The facility roster is maintained and was reviewed. The last fire drill was conducted and documented on 03/23/2025 . Staff records reviewed. Child record review was conducted and determined to be incomplete. LPA obtained a copy of current children facility roster. LPA discussed the facility emergency disaster plan, LIC 311D and safety of children. LPA reminded Licensee of the following: Report suspected child abuse and neglect, maintain children\342\200\231s records according to regulation, post all required forms. Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee Stephane Senat, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
