What the inspector wrote
On January 22, 2026 at 8:30 AM Licensing Program Analyst (LPA) Oscar Picazo conducted an unannounced Annual/Random Inspection and met with Licensee Chantale Dabady. Upon arrival, LPA was greeted, disclosed the purpose of the inspection and was granted entry into the facility. The purpose of the inspection is to ensure that the home follows standards established in CCR, Title 22, Division 12, Chapter 3, for Family Child Care Homes. Providers primarily language is Haitian Creole. Multiligual Technologies Telephonic Interpretation translator ID 69727114 provided Haitian Creole translation. There was 1 day-care child present at the time of the inspection. Also present during the inspection was licensee's husband, Jean Fiefie, who is also her assistant. Licensee accompanied LPA throughout the inspection of this single story three (3)
bedroom, two (2) bathroom home. The following areas are used for child care: living room/child care area, hallway bathroom #2, the fully fenced east side yard. Off Limit areas include: Master bedroom #1 which includes bathroom #1, bedrooms #2 and 3, and the front driveway. These areas are made inaccessible with child safety barrier gates and door knob covers. Hours of operation are Monday - Saturday, 07:00 AM - 8:00 PM.
There are no pools or bodies of water on the property. The home is equipped with central heating/A/C and does not have a fireplace or wall heaters. The fire extinguisher is rated 2-A:10-B:C which meets statutory requirements and is mounted on the wall in the hallway. The combo smoke and carbon monoxide detector was tested, is operational and met requirements. Poisons, detergents, cleaning compounds, medications and other hazardous items are stored in a locked cabinet and made inaccessible to children by way of cabinet latches/locks and/or placed on high surfaces. Licensee utilizes the fully fenced front and back yard for outdoor activities. Licensee stated she provides direct supervision at all times when children are conducting any outside activities.
Licensee has an ample amount of children's toys, age appropriate play equipment, books, and non-toxic child safe arts & crafts materials available. The Licensee has a working cell phone. Licensee stated there are no firearms, other weapons, or ammunition in the home.
Facility roster is maintained and was reviewed. LPA reviewed children\342\200\231s files. Children\342\200\231s files reviewed were complete and met regulations. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions.
Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
Licensee's Mandated Reporter AB1207 training expires 02/2028. Pediatric CPR and First Aid certifications expire on 4/2027. The last fire and disaster drills were conducted and documented on 09/15/2025 and 09/16/25 respectively. Because the licensee rents the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC 9151) that the applicant confirms was provided to the property owner/landlord. The licensee obtained signed Property Owner/Landlord Consent form (LIC 9149) for a large license as well..

Licensee was advised if there is to be an infant in care, there must be
one crib or play yard for each infant who is unable to climb out of the crib or play yard. Cribs or play yards are free from all loose articles and objects. Licensee physically checks on sleeping infants up to 24 months of age every 15 minutes.

as an additional resource. LPA provided and discussed the following: Report suspected child abuse and neglect, maintain children\342\200\231s records according to regulation, post all required forms. Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare. Licensee was also provided information regarding SIDS, Lead exposure and Shaken Baby Syndrome.
On this date, 02/02/2026, the California Attorney General - Megan\342\200\231s Law website (meganslaw.ca.gov) was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.
