On November 25, 2025, at 9:00AM, Licensing Program Analyst (LPA), Vicky Williamson conducted an unannounced Annual Random inspection and inspected the daycare home for a capacity increase. LPA met with Licensee, Eva De La Cruz Lopez and discussed the purpose of the inspection. There were three (3) daycare children present two of whom are infants. Also present is Licensee's three (3) minor children, two of whom are under 10 years of age. Days and hours of operation are Monday through Friday, 23 hours per day. This is a single level three (3) bedroom, two (2) bathroom home. LPA accompanied by licensee toured and inspected the indoor and outdoor of the home. The following areas are used for childcare: living room, kitchen, bedroom #2 (daycare room), bathroom #2 (hallway), front and backyard. Off limit areas include bedroom #1 (master bedroom), bathroom #1 (inside of master bedroom), bedroom #3 and the garage. Off limit areas are made inaccessible to children by use of doorknob covers and fencing. Licensee stated that the fenced backyard is used for outdoor activities for the children. LPA informed licensee to ensure that children are always supervised during outdoor activities. Licensee stated that she understood. The fire extinguisher, smoke and carbon monoxide detectors meet requirements and are operational. All poisons, detergents, cleaning compounds, medications and other hazardous items in the home are made inaccessible to children through latches, locks, and/or placed on high surfaces. Licensee has children's toys, play equipment and books available. Licensee has a working cell phone. Licensee stated there are no bodies of water on the premises. LPA observed no bodies of water on the premises during time of inspection. Licensee stated there are no firearms, other weapons, or ammunition in the home. See LIC 809C Continuation... LPA advised the Licensee that prior to making alterations or additions to the home or grounds, the Licensee shall notify the Department of the proposed change. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Pediatric CPR and First Aid certification for licensee is valid through July 2027. Licensee has required immunization records on file. Mandated Reporter training certification for licensee is valid through April 3, 2027. LPA informed licensee to ensure the mandated reporter training is completed once every two years. LPA observed the required documents posted. A sample of children\342\200\231s files were reviewed and were determined to be complete. The last disaster drill was conducted and documented on June 6, 2025. Licensee updated the Family Child Care Home application form LIC 279 during time of inspection. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA and licensee discussed and reviewed the following: Report suspected child abuse and neglect, form LIC 311D, maintaining children\342\200\231s records according to regulation, posting required forms. Licensee is reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare. The licensee was also provided with information regarding SIDS, Lead Exposure and Shaken Baby Syndrome. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee Eva De La Cruz Lopez, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. See LIC 809C Continuation... Licensee provided proof of control of property to the Department. The Department received a granted fire clearance approval from the Fire Marshal on November 14, 2025. LPA and licensee discussed the maximum number of children for whom care shall be provided when there is an assistant in the home, including children under age 10 who live in the licensee's home shall be either: Twelve (12) children with no more than four of whom may be infants and 8 older children over the age of 2 years or Fourteen (14) children, with no more than three infants (birth to 24 months) and at least two of the children with 1 child enrolled in kindergarten and 1 child at least six years of age with landlord consent (LIC 9149). A Large Family Child Care Home license may be issued upon final file review. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. No deficiencies cited. A notice of site visit was given to Licensee, Eva De La Cruz Lopez and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. LPA observed LIC 9213 was posted. Appeal Rights (LIC 9058) was provided. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
