On 7/30/2025 at 1:00pm, Licensing Program Analyst (LPA) Vicky Williamson conducted an announced Pre-licensing inspection with applicant, Zeve Marcus. The purpose of the inspection is to ensure the home is in compliance with standards established in CCR, Title 22, Division 12, Chapter 3, for Family Child Care Homes. Days and hours of operation are Monday through Friday, 8:00am - 5:00pm. This two story four (4) bedroom, three (3) bathroom home was toured and inspected. Applicant will use the following areas for childcare: living room, dining room, bathroom 3 (hallway), playroom, front patio (entrance only), fenced backyard play area. Off limit areas includes the entire upstairs: bedroom 1 (master bedroom), bathroom 1 (inside of master bedroom) and the balcony. The additional off limits areas are downstairs and include the kitchen, bedroom 2 (office), bedroom 3, bedroom 4, bathroom 2 (inside of bedroom 2), the garage, fenced back patio adjacent to the play area. The the right side yard is off limits; however per the fire department is used for emergency exit only. Off limit areas were made inaccessible to children by use of door knob covers, safety gates, and fencing. Applicant will utilize the fenced backyard play area for outdoor activities for the children. LPA informed applicant to ensure that children are always supervised during outdoor activities. Applicant is reminded that when children under 5 years of age are present, the stairway must be barricaded. LPA advised applicant that prior to making alterations or additions to the home or grounds, the applicant shall notify the Department of the proposed change. See LIC 809C Continuation\342\200\246 The fire extinguisher is a 2-A:10-B:C and located in the playroom. Smoke and carbon monoxide detectors meet requirements and are operational. Poisons, detergents, cleaning compounds, medications and other hazardous items were made inaccessible to children during time of inspection. There is no fireplace in the home. Applicant has children's toys, play equipment and books available. The applicant has a working cell phone. Applicant stated there are no bodies of water on the premises. LPA did not observe any bodies of water during the time of inspection. Applicant stated there are no firearms, other weapons, or ammunition in the home. Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Applicant completed AB1207 Mandated Reporter training certification on 7/30/2025. Applicant completed 8 hours of preventative health which included nutrition and lead training on 4/13/2025. Pediatric CPR and First Aid certification expires on 4/15/2027. Applicant is reminded that Pediatric CPR/First Aid and Mandated Reporter training certifications must be completed every two years. Immunization records per SB792 were reviewed and are complete for applicant. Required documents were posted during the time of inspection. Incidental Medical Services (IMS) policy was discussed. LPA reviewed with applicant the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children\342\200\231s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicant. Applicant was also informed the following items are prohibited during day care operating hours (walkers, exersaucers, jumpers and bouncy seats). Corporal punishment and smoking are not allowed in the day care. See LIC 809C Continuation... On this date, 7/30/2025, the California Attorney General - Megan\342\200\231s Law website (meganslaw.ca.gov) was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Applicant states that he is financially secure to operate a family childcare home for children and will comply with all regulations and laws governing family childcare homes. The Department received a granted fire clearance approval on 7/23/2025. Applicant provided proof of control of property to the Department. LPA and licensee discussed the maximum number of children for whom care shall be provided when there is an assistant in the home, including children under age 10 who live in the licensee's home shall be either: Twelve (12) children with no more than four of whom may be infants and 8 older children over the age of 2 years or Fourteen (14) children, with no more than three infants (birth to 24 months) and at least two of the children with 1 child enrolled in kindergarten and 1 child at least six years of age.
