What the inspector wrote

** This is an amended report created on August 15th, 2025 ** On 08/15/25 at 8:45 AM Licensing Program Analyst (LPA) Oscar Picazo conducted an announced pre-licensing inspection with applicant Elizabeth Andrade for the purpose of a change of location. Upon arrival, LPA identified himself and disclosed the purpose of the inspection and was granted entry to the facility. The purpose of the inspection is to ensure that the home follows standards established in CCR, Title 22, Division 12, Chapter 3, for Family Child Care Homes. Applicant accompanied LPA throughout the inspection of this two (2) story, three (3) bedroom, two and a half (2.5) bathroom home. Also present during the inspection was the applicant's husband, Heriberto Andrade. Applicant's primary language is Spanish. LPA is bilingual in Spanish and provided translation in Spanish. Applicant will utilize the following areas for childcare: the living room, the half bathroom #3 and the back yard. Off limit areas include: The kitchen, garage, the stairs case leading to and from the second (2nd) floor, the entire second (2nd) upstairs which encompasses Master bedroom #1 which includes bathroom #1, bedrooms 2, 3 and bathroom #2. Off limit areas are inaccessible to children by use of doorknob covers, child safety gate, cabinet & drawer locks/interior hooks. The applicant understands that the upstairs cannot be used and must be gated off at the bottom of the stairway when children under five years are present during daycare hours. Applicant will utilize the side and front yards as well as the gated driveway for play and outdoor activities. Applicant stated she understood. The hours of operation are: Monday through Friday from 6:00 AM to 6:00 PM. See LIC 809C continuation... ** This is an amended report created on August 15th, 2025 ** There are no pools or bodies of water on the property. The fire extinguisher is rated 3-A:40-B:C and is mounted on the wall in the day care room. The smoke and carbon monoxide combo detector was tested, is operational and met requirements. Poisons, detergents, cleaning compounds and other hazardous items are stored in a locked cabinet and inaccessible to children by way of cabinet latches/locks and/or placed on high surfaces. Applicant has a variety of infant and school age toys, books, play equipment, a play house and materials for arts and crafts available. The applicant has working cell phone service. Applicant stated there are no firearms, other weapons or ammunition in the home. The applicant owns the home and provided proof of control of property (mortgage statement). Applicant states the isolation area for sick children will be a sofa chair or a cot in the living room area (if sleeping) for those severely ill . Healthy children will remain in the living room care area but at a safe distance from the sick child. On this date, 08/15/25, the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. Applicant's Mandated Reporter AB1207 training expires 10/02/2026 . Applicant was advised that all helpers will need to complete this training. Applicant has completed the 8 hours of Preventative Health & Safety Practices. Pediatric CPR & First Aid certifications expire on 10/24/2026 . Applicant was advised all helpers will need to complete this training if left alone with children. Required documents are posted. Applicant has received criminal record clearances on file. Immunization records were reviewed prior to pre-licensing. Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. See LIC 809C continuation... LPA advised that prior to making alterations or additions to the home or grounds, the applicant shall notify the Department of the proposed change. Applicant states she is financially secure to operate a family childcare home for children and will comply with all regulations and laws governing family childcare homes. LPA reviewed with the applicant the LIC 311D, Forms/Records to Keep in Your Family Child Care Homes, children\342\200\231s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicant. LPA also discussed unusual incident reporting, SIDS, shaken baby syndrome, community resources and emergency disaster logs. Applicant was also informed the following items are prohibited during day care operating hours: walkers, exersaucers, jumpers and johnny bouncy seats. Corporal punishment and smoking are also not allowed in the day care. LPA discussed Incidental Medical Services with applicant and will discuss at a later date when there are children enrolled. LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication. Southern California Child Care Advocate information was provided, and applicant was encouraged to subscribe through the CCLD website to be placed on an email list for updated regulation information.
