What the inspector wrote

On 11/24/25 at 1:00 PM Licensing Program Analyst (LPA) Oscar Picazo conducted an announced pre-licensing inspection with applicant Myrlaine Joseph. Upon arrival, LPA identified himself and disclosed the purpose of the inspection and was granted entry to the facility. The purpose of the inspection is to ensure that the home follows standards established in CCR, Title 22, Division 12, Chapter 3, for Family Child Care Homes. Applicant accompanied LPA throughout the inspection of this single story, four (4) bedroom, two (2) bathroom home. Applicant's primarily language is Haitian Creole. Focus Language International translator ID 7935798530 provided Haitian Creole translation. Applicant will utilize the following areas for childcare: the living room, dinning room, Master bedroom 1, bathroom #2 and the front patio and driveway. Off limit areas include: The kitchen, laundry room, bedrooms #2, 3, and bathroom #1. Off limit areas are inaccessible to children by use of door lever locks, and child safety gates. Applicant will utilize the back patio for play and outdoor activities. LPA informed applicant to ensure children are supervised at all times during outdoor activities. Applicant stated she understood. The hours of operation are: Monday through Friday from 5:00 AM to 9:00 PM. On November 13, 2025, applicant's fire clearance was granted for a large license. There are no pools or bodies of water on the property. The gas fireplace is caped, non-operational and is re-purposed for storage. The fire extinguisher is rated 2-A:10-B:C and is mounted on the wall in the living room. The smoke and carbon monoxide detectors were tested, are operational and met requirements. Poisons, detergents, cleaning compounds and other hazardous items are stored in a locked cabinet and inaccessible to children by way of cabinet latches/locks and/or placed on high surfaces. See LIC 809C continuation... P2 Applicant has a variety of infant and school age toys, books, play equipment and materials for arts and crafts available. The applicant has working cell phone service. Applicant stated there are no firearms, other weapons or ammunition in the home. The applicant rents the home and provided proof of control of property (Lease agreement). The applicant has not obtained a signed Property Owner/Landlord Consent form (LIC 9149). Without this consent, the applicant understands that, once licensed, they can operate with a maximum capacity of 12 children. If property owner/landlord consent is obtained in the future, the applicant is advised that a new Application for a Family Child Care Home License (LIC 279) must be submitted with a change of capacity fee of $25, to increase the capacity and provide care to 14 children . Applicant states the isolation area for sick children will be a small table with chair or a sleep mat (if sleeping) for those severely ill, in the living room area . Healthy children will remain in the dinning room day care area and at a safe distance from the sick child. On this date, 11/24/25, the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility address. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. Applicant's Mandated Reporter AB1207 training expires 11/24/2027. Applicant was advised that all helpers will need to complete this training. Applicant has completed the 8 hours of Preventative Health & Safety Practices. Pediatric CPR & First Aid certifications expires on 07/2027. Applicant was advised all helpers will need to complete this training if left alone with children. Required documents are posted. Applicant has received criminal record clearances on file. Immunization records were reviewed prior to pre-licensing. Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. See LIC 809C continuation... P3 LPA advised that prior to making alterations or additions to the home or grounds, the applicant shall notify the Department of the proposed change. Applicant states she is financially secure to operate a family childcare home for children and will comply with all regulations and laws governing family childcare homes. LPA reviewed with the applicant the LIC 311D, Forms/Records to Keep in Your Family Child Care Homes, children\342\200\231s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicant. LPA also discussed unusual incident reporting, SIDS, shaken baby syndrome, community resources and emergency disaster logs. Applicant was also informed the following items are prohibited during day care operating hours: walkers, exersaucers, jumpers and johnny bouncy seats. Corporal punishment and smoking are also not allowed in the day care. LPA discussed Incidental Medical Services with applicant and will discuss at a later date when there are children enrolled. LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. P4 Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication. Southern California Child Care Advocate information was provided, and applicant was encouraged to subscribe through the CCLD website to be placed on an email list for updated regulation information. LPA discussed with Licensee the maximum capacity for a Large Family Child Care home: 12 children (with a qualified assistant) with no more than 4 infants; or (with landlord consent) 14 children (with a qualified assistant) with no more than 3 infants, 1 child enrolled in kindergarten or elementary school and 1 child at least age 6 including children under age 10 who live in the licensee's home. When there is no qualified assistant, 14 years of age or present, the capacity reverts to the requirements for a Small Family Child Care. A large family childcare home license may be issued upon final file review. Exit interview conducted and report was reviewed with the applicant, Myrlaine Joseph. Focus Language International translator ID 7935798530 provided Haitian Creole translation. Applicant stated she understood.
