What the inspector wrote

On 02/15/2023 at 9:10 a.m., Licensing Program Analyst (LPA), Rajani Goudreau arrived at the facility to conduct a case management – licensee Initiated inspection for the purpose of a capacity increase. Upon arrival LPA, met with the Director, Jennifer Greenawald and proceeded to tour the facility. The facility is requesting a capacity increase of 120 children (ages: 2 through Kindergarten) and adding a restroom to the preschool license to accommodate the requested capacity. In addition, the facility is requesting to remove classroom #217 from the preschool license. The following ratios were observed during the inspection: #102 (12 children with three staff), #111 (19 children with two staff), #112 (19 children with two staff), #113 (17 children with three staff) and #114 (19 children with two staff). Facility operates Monday through Friday from 6:00 a.m. to 6:00 p.m. The classrooms (#102, #111, #112, #113, #114 and #115) were inspected and measured during this inspection and measured a total of 5,206 square feet which is suitable to accommodate 148 children. The classrooms were observed to be equipped with age appropriate furniture, napping equipment (cots), tables, chairs, cubbies, bookshelves, and other materials for the children. There is a total of eight restrooms exclusive for the children’s use. There is one restroom with one toilet in each of the classrooms and one restroom near the office containing two toilets and two sinks. Also, there is one sink in each of the classrooms. There is a total of eight sinks and eight toilets for the children’s exclusive use. There are sufficient toilets and sinks to accommodate the requested capacity. Restroom located near the office will be exclusive to the preschool children. Plan of operation in place to ensure the school age children do not utilize the preschool restroom located near the office. LPA informed director the children are to be escorted and supervised by staff to and from the restrooms and direct visual observation is required at all times.There is a laundry room located in classroom 102 that is made securely inaccessible by a key lock. Drinking water is available indoors and outdoors through the use of refillable water pitchers and cups provided by the facility or brought from home. The director’s office and the staff restroom located in the office is designed for ill children, if needed. There a first aid kit with required supplies. Disinfectants, cleaning solutions, and other hazardous substances are kept inaccessible to the children in care. Required documents were observed to be posted in each of the classrooms. See LIC809-C continuation page… The outdoor activity space was inspected and measured a total of 5,987 square feet which is sufficient to accommodate 79 children. Due to insufficient outdoor space a waiver needs to be requested to accommodate the requested capacity. The outdoor play structure is suitable for ages 2 through 5 years old. The play materials are age appropriate. There is sufficient rubber matting under and around the play structure to absorb falls. The surface of the outdoor activity space is maintained in safe conditions and free of hazards. The outdoor activity space is fully fenced. Also, includes a canopy as a shaded rest area for the children. LPA discussed proper supervision to and from the playground and placement of staff during outdoor activities. A fire clearance is on file and granted for 120 preschool children; ages 2 through kindergarten in classrooms: #102, #111, #112, #113, #114, #115. The following is pending with a due date of 02/16/23: Playground waiver request. No deficiencies issued during today's visit. A playground waiver is needed due to insufficient outdoor space to accommodate the requested capacity. Once the waiver is reviewed and approved and after final file review a capacity increase for 120 preschool children will be issued. Notice of Site Visit shall be posted for 30 days from today's date. LPA observed Notice of Site Visit posted prior to exiting facility. Exit interview conducted with Director, Jennifer Greenawald.
