What the inspector wrote

On 6/10/25 at 8:30 AM, Licensing Program Analyst (LPA) Keturah Lane visited the facility to conduct an annual inspection and decrease in capacity with a room change for facility. Upon arrival LPA met with facility representative staff member Nansen Liliana and proceeded to tour classroom #32. During today's inspection, LPA observed 21 children with four staff members present. Appropriate ratios and capacity were observed. Appropriate care & visual supervision were also observed. Facility is requesting to be licensed for 23 preschoolers ages 3-5 years in classroom #32. Current license is for classrooms #27 and #28 for 46 children. Facility is already using classroom #32 and is no longer using classrooms #27 or #28 for the preschool. Hours of operation are Monday \342\200\223 Friday 7:30 AM \342\200\223 3:15 PM. Facility is closed during the summer. Last day of school is 6/17/25. Facility will reopen for 2025-2026 school year on 8/7/2025. All indoor and outdoor activity space utilized for the children was inspected today. LPA Lane informed staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. LPA measured classroom #32 and total indoor activity space measured 834 square feet which is sufficient to accommodate the requested capacity of 23 children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via water bottles and refillable through sink fountain. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 6/6/25. (continued on LIC809-C...) LPA observed a total of 2 sinks and 2 toilets in children's bathroom available for children\342\200\231s use which is sufficient to accommodate the requested capacity of 23 children. Bathroom is maintained with operational toilets and faucets with appropriate temperature. Paper towels and toilet paper are available. Bathroom is lighted and has ventilation. Food service area consists of a kitchen in the cafeteria and food is transported to via cooler cart. Menu is posted. Adequate food is available for meals. Cleaning supplies are kept separate from food and are inaccessible to children. Storage containers for solid waste have tight-fitting covers and are kept in good repair. All foods/beverages capable of rapid spoiling are stored in covered containers at 45 F or less. The facility appears to be free of insects and rodents. There is an operational carbon monoxide detector at the facility. Last emergency drill was conducted on 2/21/25. The facility currently has a fully fenced playground area that was previously measured and has not changed. Fencing is chain length with mesh covers and is at least four feet high. The facility currently has an approved waiver in place to use the playground on a scheduled basis with the Magnolia Elementary school children. LPA observed that there was no interaction or commingling of the preschool program with the school children as required by the waiver. Shade is provided via canopies. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for ages 2-5 years which is properly anchored. There is adequate cushioning in fall zones of climber provided by wood mulch. Drinking water is available via water bottles. LPA observed all hazardous items on the playground to be inaccessible to children. Facility representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. LPA reviewed medication storage (and an epi-pen) which is stored in the school office located in adjacent building across a large parking lot. Personnel records contain health screening documentation and at least one staff member has current CPR and First Aid certifications. All staff have completed mandated reporter training and required immunizations. Each personnel record contains documentation of educational background and training. Sign ins were reviewed. Children\342\200\231s records contain admission agreements and medical assessment. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. No deficiencies were cited at this visit and no corrections are needed. A license for 23 children in classroom #32 will be granted upon final file review. Exit interview conducted and report was reviewed with the facility representative Liliana Nansen.
