What the inspector wrote

On 8/22/25 at 9:30 am, Licensing Program Analyst (LPA), Gerald Poindexter, conducted an unannounced Case Management inspection for an INCREASE in capacity. Upon arrival, LPA met with Leslie Scheck, director. Applicant is requesting to be licensed for 15 preschoolers, ages 3 to 5 in classroom #21. Hours of operation will be Monday to Friday, 8 am to 4:30 pm. The school was closed for the day. There were no children present. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Ms. Scheck that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. This facility is currently licensed for 149 children and serves ages 18 months to kindergarten in classrooms #5-11, #22 and #23. Facility has a toddler option to care for 24 children (18 months to 36 months) in rooms#3 and #4. The children will also use the Sanctuary (weekly worship), Social Hall, and Beit Midrash (multi-purpose room). The director has submitted a capacity increase application to the department on 7/1/25 to increase the capacity to 164 children. Fire clearance was granted on 8/7/25 LPA continued to tour the facility and measured new additional indoor activity space in Room #21, located on the second floor. Total indoor activity space measured 639.28 square feet, which is sufficient to accommodate the requested capacity of 15 children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, bookshelves, and other activity supplies for the children. Drinking water is available in the classroom via water pitcher in the CONTINUED ON PAGE 2 classroom kitchen and personal water bottles. There are filtered water stations on the second floor where the classroom in located. LPA observed all hazardous items to be inaccessible to children. LPA observed a total of 2 sinks, 3 urinals and 2 stalls in the boys’ bathroom and 4 stalls and 2 sinks available for use in the girls’ bathroom. These are sufficient to accommodate the requested capacity of 15 children. There were no bodies of water on the property. Armed security is stationed at the property via approved Department waiver granted 7/24/20. The fully fenced outdoor play area designated for Room #21 is Yard 2 located at the ground floor. The total preschool outdoor areas including previously measured Yard 1 and Yard 2 are measured to be 7415.83 square feet which is sufficient for up to 98 preschool children. An outdoor activity waiver is required from the Department for classes to share the playground at scheduled intervals. The iron playground fencing is at least four feet high. Shade is provided via multiple canopies. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There are multiple climbing structures on the playground, which are properly anchored, and which according to facility documentation, are rated for children ages 3 to 5. There is adequate rubber cushioning, in good condition, in the fall zones. Drinking water is available via personal water bottles and filtered water stations. LPA observed no hazardous items on the playground. The director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. The director, Ms. Scheck, was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. The facility is within compliance during today's inspection with no citations issued. The capacity increase will be granted upon approval of the outdoor activity waiver.
