What the inspector wrote

On December 7, 2023 at 2:00 p.m. Licensing Program Analyst (LPA) Leilani Curtis conducted a case management inspection. Community Care Licensing received a request from Carlsbad Educational Foundation Area Manager Jennifer Rodriguez on 10/6/23 to add room #706 to the license and to continue to use room #707 and the multipurpose (MPR) room. Upon arrival LPA met with Site Director Saira Salazar. The purpose of this visit is to inspect the new room to ensure that it and all rooms, are safe for the care and supervision of children. Area Manager Jennifer Rodriguez arrived at approximately 2:20 p.m. There were 44 children present with 4 staff members. Appropriate ratio/capacity was observed. Staff members have the required background clearances and are associated to the facility. Area Manager Rodriguez states that the director/site supervisor packet for Ms. Salazar was submitted to Community Care Licensing on 10/6/23. The facility is currently licensed to operate in rooms #707, #804, #805, auditorium (for overflow use) and multipurpose room. A fire clearance for room #706 was previously granted on 05/27/21. Ms. Rodriguez confirms that no structural changes have been made to room #706 since the fire clearance was obtained. The licensed capacity will remain unchanged at 120 children, ages TK-12 years old. All licensed classrooms were inspected during the visit. The classrooms are used as elementary school classrooms during the day. Per Health and Safety Code Sections 1596.806(a), (a)(1), (a)(2) and (d) this program is exempt from square footage requirements. The classrooms have age-appropriate furnishings and equipment, and are observed to be safe and free of hazardous items. There are sinks with drinking fountains in each classroom. There are several restrooms for the children which include toilets and sinks, and afford privacy. There is a separate staff restroom. Children will be escorted to/from the restrooms at all times. Food preparation for snacks will be done in classroom #707. There is an operational carbon monoxide detector located in room #707. Cleaning supplies and other toxics are inaccessible to children through latches, locks and/or placed on high surfaces. Check-in will take place outside at the gate, next to room #707. If children become ill during the day, they will be placed in the isolation area which is in the corner of room #707, or outside with a staff member away from the other children. The ill child\342\200\231s authorized representative will be contacted immediately for pick up. The playground to be used is the elementary school playground, which has age-appropriate play equipment and plenty of space and fencing. There is shade available and a water bottle filling station and drinking fountain. The Area Manager was reminded to keep anything that reads, \342\200\234Keep Out of Reach of Children\342\200\235 inaccessible to children. The outdoor capacity is not affected by the room addition/change. Room occupancy and children\342\200\231s ratios must always be maintained. No deficiencies are cited. A license for 120 children (ages TK-12 years old) in rooms #706, #707 and multipurpose room (MPR) is granted and effective today\342\200\231s date, 12/7/23. An updated license will be sent for posting. An exit interview was conducted with Area Manager Jennifer Rodriguez and Appeal Rights (LIC 9058) were discussed. Ms. Rodriguez\342\200\231s signature on this form acknowledges receipt of these rights. LIC 9213 NOTICE OF SITE VISIT FORM IS REQUIRED TO BE POSTED FOR 30 DAYS. LPA observed Ms. Rodriguez post notice of site visit.
