What the inspector wrote

On 10/10/23 at 12:30 PM, Licensing Program Analyst (LPA) Adrian Mangina conducted an unannounced Annual inspection with the Facility Representative, Jennifer Rodriguez. During today's inspection, there were 18 children with one teacher and one aid in classroom 305. Classroom 304 is after school program only and they were not present during the inspection, but 21 children arrived at approximately 2:20 PM and were supervised by Site Director and one aide. Appropriate ratios and capacity were observed. Furniture and age-appropriate equipment is in good condition. Rooms have adequate heating, lighting, ventilation. Floors appear to be clean and safe. Safe Drinking water is readily accessible. Bathrooms are maintained with operational toilets and faucets with appropriate temperature. Paper towels and toilet paper are available. Bathroom is lighted and has ventilation. Facility serves only snacks in the classroom. Food service area consists of a refrigerator, which is clean and free of hazards. Snack menu is posted. Cleaning supplies are kept separate from food and are inaccessible to children. Facility representative was reminded to ensure that all storage containers for solid waste have tight-fitting covers. Storage areas for poisons are locked. Area Manager stated there are no firearms or other weapons on the premises. All foods/beverages capable of rapid spoiling are stored in covered containers at 45 F or less. The facility appears to be free of insects and rodents. There is an operational carbon monoxide detector at the facility. The last fire drill was conducted 9/28/23. Facility has 2A10BC fire extinguisher that was inspected in October 2023. Outdoor play area are two fenced blacktop areas, one for the kindergarten-aged children and one for the older children. Kindergarten also has a play structure suitable for children ages 2 to 5. Older children utilize a fenced sports field with public access occasionally with appropriate supervision. The surface of the outdoor continued on LIC809 page 2 LIC809 page 2 activity space is maintained in safe condition and free of hazards. Facility provides basketballs, hand balls, jump ropes, and other equipment. Both black top areas have arbors used for shade. Equipment is age appropriate. There are no bodies of water at this facility. Area has drinking water readily accessible, with children using refillable water bottles or facility provided disposable cups. LPA reviewed medication storage which is a locked desk drawer inaccessible to children. There are currently no children with prescription or non-prescription medications. Personnel records contain health screening documentation and at least one staff member has current CPR and First Aid certifications. Teachers meet educational requirements and aides are utilized in classrooms with one teacher to one aide. Children\342\200\231s records were reviewed today. Five children\342\200\231s records were reviewe and all were complete All children are signed in/out by a representative or parent digitally using ProCare. Parents must use 7 digit pin # to sign children out. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking continued on LIC809 page 3 LIC809 page 3 for recalled child devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all child devices with the CPSC to be notified of any recalls on their purchased equipment. Facility Representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018 , requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP .
