What the inspector wrote

On September 23, 2025, at 8:30 AM, Licensing Program Analyst (LPA) Annette Sutherland conducted an unannounced complaint inspection to investigate the above allegations. The facility had also self-reported the incident. Upon arrival, LPA Sutherland met with Director Andrea Laub and conducted a tour of the facility. At the time of the inspection, there were 54 children in care and 8 staff members present. As part of the investigation, LPA reviewed available classroom video footage, relevant documentation, and conducted staff interviews. The investigation revealed that staff member S1 grabbed child C1’s chin while speaking to them in a harsh tone. Video footage also showed S1 pulling C1 close with one arm and placing the child on their lap, reportedly in response to the child’s rambunctious behavior. When C1 attempted to get up, S1 did not allow the child to do so immediately. Based on the evidence gathered, the allegation is determined to be SUBSTANTIATED. A Type B citation is being issued under the California Code of Regulations, Title 22, Division 12, as documented on the attached LIC 9099D. An exit interview was conducted with Director Andrea Laub. A Notice of Site Visit was issued, posted, and is to remain posted for 30 days.

    Personal Rights: Each child shall be free from corporal or unusual punishment, humiliation... or other actions of a punitive nature. This requirement was not met as evidenced by interviews and video footage. Based on interviews and a review of video footage, S1 admitted to grabbing C1’s chin and speaking to them in a harsh tone. S1 grabbed C1 on their lap and did not allow the C1 to get up when they attempted to do so. This poses a potential health and safety risk to the children in care.
