What the inspector wrote

On 10/22/24, LPA (Licensing Program Analyst) Saraliz Velando conducted an unannounced annual inspection. LPA disclosed the purpose of the inspection and was granted entry by the Director, Melissa Reed-Murphy and the Assistant Director, Maria (Nelly) Barahona. LPA toured the facility and observed 121 preschoolers and 17 staff. A review of staff records today indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. The licensee has not exceeded the conditions, limitations and capacity specified on the license. Hand washing and toileting areas are in a safe, sanitary, and good operating condition. All storage containers or trash cans containing solid waste have tight fitting lids and are in good repair. There is at least one staff present with current CPR and First Aid certification. Any medications are kept with the Director and there is a First Aid Kit inaccessible to children in every classroom. There is no evidence of rodent or insect activity. The carbon monoxide detectors are operational and located in all classrooms. The facility uses an electronic sign in/out system for parents. Children are provided snacks and lunch per regulations. Facility has emergency snacks on hand, stored appropriately and meeting nutritional requirements. The surface of the outdoor activity space is maintained in safe condition and free of hazards. The areas around or under high climbing equipment, slides, and similar equipment was cushioned with material that absorbs a fall. Children were observed to be under the supervision of qualified staff. Facility was observed to be within ratio. An isolation area has been designated for children who become ill during the day which is located in the director’s office. Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPAs discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.
