What the inspector wrote

On 07/31/2025 at 12:30PM, Licensing Program Analyst, Hanna Lucas, made an unannounced visit for the purpose of annual inspection. LPA met with the Director’s daughter, Heather Addy Crider, who is cleared as acting Director while on site. Heather explained that the Director, Cathy Horton, is no longer at the facility full-time. LPA provided information on assigning a new Director and will follow up with the Licensee. There were 16 children present with 5 teachers. The program is ran primarily outside, as the facility has a large fenced outdoor space. Facility is within ratio and capacity. LPA toured the facility. The rooms were clean and in a comfortable temperature during the visit. Adequate ventilation and heating are available. All required forms were posted. The furniture, books, games, and toys are safe, and age appropriate. There is a variety of activities provided throughout the day. The preschool playground is fully fenced with age-appropriate play equipment. On the playground there is sufficient cushioning and adequate shade. Drinking water is available at all times, as staff ensures that each child has their own personal water bottle. The facility uses bottled water to refill children’s water bottle. Children are evaluated upon entry and monitored throughout the day for signs of illness. The isolation area for ill children awaiting pick up is the picnic area. The children bring their own lunch and snacks, however the facility has packaged snacks on site, if needed. The children’s food is stored in their individual lunch bags. The kitchen refrigerator is available if needed, which is clean and orderly. There is no expired or contaminated food present. The food has been stored separately from any chemicals or cleaning products. The menu is posted, changes are recorded, and the menus are stored for 30 days. Napping/bedding equipment is stored separately from the children’s play area. Each child has their own cot. Cots are sanitized regularly, and the children’s blankets are sent home with the parents, every Friday, to wash thoroughly. Hand washing and toileting areas are in a safe, sanitary, and operating condition. There are several staff present with current CPR and First Aid certification. Medications are stored in the kitchen, inaccessible to children with all required documentation on file. There is no evidence of rodent or insect activity. The carbon monoxide detector (located in the nap room) and fire alarm (located in each room) are operational. The facility has a written disaster plan in place, and they have been conducting and documenting evacuation drills every six months. The last drill was conducted on 07/17/2025. The facility does not transport children. The facility uses RingCentral to communicate with parents. LPA reviewed sign in/out sheets, a sample of personnel records and a sample of children's records. Heather was reminded that Mandated Reporter Training is to be retaken every two years and can be accessed at the following website: www.mandatedreporterca.com . LPA discussed the safe sleep regulations with Heather and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed Heather of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Heather was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA confirmed with Heather that the facility does not use any water sources for food preparation or consumption. Therefore, the facility is in compliance with PIN 21-21-CCP, as lead testing is not required for facilities who exclusively use bottled water for drinking and food preparation. Heather was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Director was advised to sign up for Quarterly Updates and Provider Information Notices (PINs) for one or more programs on our website: www.ccld.ca.gov . Select “Child Care” then “Quick Links” and Quarterly Updates.
