What the inspector wrote

On 08/27/2024 at 10:10am, Licensing Program Analyst (LPA), Selina Siao conducted an announced Case Management inspection for an increase for the toddler option and decrease for the preschool. Upon arrival, LPA met with Director Babeth Esterly. Applicant is requesting to be licensed for 16 toddlers ages 18 to 36 months in classrooms P9B and adding P9A. Facility is requesting to be licensed for 106 preschool children ages 2 to 5 years old in classrooms P1, P2, P4, P5, P6, P7 and P8. P10 aka multipurpose room is use as a large motor activity area for the toddler and preschool children to use at separate schedule. There is an approved waiver for the toddlers and preschool children to use the multipurpose room granted on 10/27/2022. The preschool children also uses the library and auditorium regularly. Hours of operation is Monday to Friday from 8:15am to 4:30pm for the toddler component and Monday to Friday from 7:45am to 5:30pm for the preschool component. No children are in care as school will resume from summer break on 08/27/2024. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Director Babeth Esterly that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. LPA continued to tour the facility and measured new additional indoor and outdoor activity space. Total toddler indoor activity space was remeasured to be 1024.61 square feet, which is sufficient to accommodate the requested capacity of 16 toddlers. The preschool indoor activity space was previously measured to be 3247.37 square feet, which is sufficient for only 92 children and not sufficient for the requested capacity. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via a water pitcher and there is a filtered water that the teacher uses to fill up the water pitcher for their classrooms. The children bring their own water bottles to school. LPA observed all hazardous items to be inaccessible to children. Director stated that there are no bodies of water or weapons on the property. Fire clearance was granted on 08/22/2024. LPA observed a total of 4 sinks, 2 toilets and 1 urinal for the toddler component. There is a changing table within the reach of a sink in both toddler classrooms. LPA observed a total of 11 sinks and 8 toilets available for the preschool children. These are sufficient to accommodate the requested capacity. The facility currently has a fully fenced playground area. There is a chain link fencing at the toddler playgrounds that is at least four feet high. The total square footage for both toddler outdoor activity spaces measured to be 2482.83 square feet as the smaller playground was remeasured to be 529.58 square feet and the larger toddler playground that is located outside of P9A measured to be 1953.25 square feet. The total outdoor toddler playground is sufficient to accommodate the requested capacity. The preschool outdoor playground was previously measured to be 8480 square feet. Facility was recently approved for the preschool children to share the kindergarten playground by scheduling and that playground was previously measured to be 7000 square feet. There is an approved waiver for the preschool children to share the kindergarten playground dated 01/09/2024. Shade is provided via sail shades and trees at the toddler playgrounds and there are large umbrella shade structures, canopies and trees at the preschool playground. The kindergarten playground has sail shade. There are sufficient outdoor age-appropriate toys and play equipment available on the playgrounds. There is a climbing structure on the playground for children ages 2-5 years old at the preschool and kindergarten playground. There is adequate cushioning in fall zones of climber provided by rubber cushioning at the preschool playground and wood chips at the kindergarten playground. Drinking water is available via the children's own water bottles and there is a drinking fountain at the preschool playground as well. LPA observed all hazardous items on the playground to be inaccessible to children. Director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Childcare Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.\342\200\235 Director was advised to submit pictures that there is a room number in the following classrooms: P9A, P9B, P10, P7 and P8. Director submit another capacity increase application to request for 24 toddlers and 92 preschoolers during today's inspection. A license for 108 children which includes 16 toddlers ages 18 to 36 months and 92 preschool children ages 2 to 5 years old will be granted effective today.
