Facility-requested visit·March 10, 2026

On 3/10/2026 at 9:45am, Licensing Program Analysts (LPAs), Adriana Macias and Evelyn Reyes conducted an unannounced Case Management inspection for an Increase in capacity. Upon arrival, LPAs met with Director Vanessa Milroy. Facility is requesting to be licensed for 90 infants ages 0-24 months old in classrooms 1,2,5 and 6. Hours of operation will be Monday through Friday from 7am to 6pm. Present during today\342\200\231s inspection were 24 children with 7 staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Director that staff are required to always maintain direct visual supervision of the children during indoor and outdoor activities. LPA continued to tour the facility and measured new additional indoor and outdoor activity space. Total indoor activity space measured 2,696 square footage, which is sufficient to accommodate 77 Children which is below the requested capacity. LPA advised facility to submit a new application to licensing with capacity correction. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via water jugs filled with filtered water. There are enough cribs available for children LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 2/03/2026 by the Carlsbad Fire Department. LPA observed a total of 13 sinks and 6 toilets available for children\342\200\231s use. These are enough to accommodate the requested capacity. (CONT ON LIC809C) The facility currently has a fully fenced playground area. Chain link fencing is at least four feet high. The total square footage for all the outdoor activity space is 3,011.83 square feet, which is sufficient to accommodate 40 children which is below the requested capacity. A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to licensure or the requested capacity should be for a max capacity of 40 children. Shade is provided via canopies. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is adequate turf cushioning. Drinking water is available via refillable zippy cups. LPA observed all hazardous items on the playground to be inaccessible to children. Director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. The following corrections are needed for licensing to re-evaluate decrease of capacity request. \302\267 New application with corrections should be turned in to LPA Macias. \302\267 Playground Waiver might be needed. Director Vanessa Milroy understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
