What the inspector wrote

On 04/04/2024 at 02:00pm, an office meeting was conducted to discuss deficiencies cited on 01/25/2024, and 08/14/2023. A previous office meeting was conducted on 07/20/2023 to discuss lack of supervision on the infant program. Present at the meeting were Licensee Representative, Chad Bickley; Center Director, Jacqueline Serrano; Licensing Program Manager (LPM), Tulam Vu; Licensing Program Analysts (LPAs) Vicky Williamson and Angela Nguyen. On 01/25/2024 during a case management inspection, the facility was cited Type A, Section 101229(a)(1) Responsibility for Providing Care and Supervision: A three-year-old daycare child was left on the playground without supervision for approximately 16 minutes. On 08/14/2023, the facility was cited Type B, Section 101223(a)(1) Personal Rights: A staff member was observed multiple times yelling and using inappropriate tones with daycare children. It is noted that the director corrected all deficiencies in a timely manner. Director stated that all staff members have received training and reviewed videos on the CCL website regarding Supervision and Personal Rights. LPM discussed with Licensee Representative and Center Director the above deficiencies and transitioning procedures to prevent future violations which will lead to civil penalty assessment(s) and a Non-Compliance Conference (NCC). LPM suggested that training be obtained from an outside vendor/R&R (YMCA) with the Director and all staff responsible for the care and supervision of children . LPM recommended that the licensee/director shall conduct ongoing quarterly training in the above areas, for staff by utilizing CCL's resources (CCLD website training videos and Title 22 Regulations) and create a plan of operation related to these areas. The Director was reminded that the training agenda and staff attendance be submitted to licensing after completion. Director stated that she will submit a plan for how she plans to be proactive in preventing future violations on 04/09/2024. See LIC 809C Continuation. Licensing Representative and the Director were referred to Technical Support Program (TSP) for services/training and advised to register for Provider Information Notifications (PINs). The Director was provided regulation Section 101229(a)(1); Responsibility for Providing Care and Supervision Health & Safety Section 1596.99 and the Best Practices Lack of Supervision handout. Licensee Representative and Director were informed that repeated violations or failure to comply with licensing laws and regulations may result in administrative action taken by the Department. Licensee Representative and Director stated they understood and will ensure the facility complies with all regulations and laws governing Child Care Centers. Licensee Representative authorized Director, Jacqueline Serrano, to sign the report.
