This is an amended report to a visit conducted on 10/4/24. LPA added verbiage to authorize the opening of the grass field portion of the playground. On October 4, 2024 at 11:05AM, Licensing Program Analyst (LPA) William Chancellor arrived at EES David and Jillian Gilmour (CCC) to conduct a Case Management Visit- Licensee Initiated. The purpose of the visit was to inspect the newly remodeled grass field, prior to a soft opening scheduled for the next week. Director (DIR) Delilah Rodriguez greeted LPA and provided a tour of the entire playground that was both open and still under remodel. After touring the grass field, LPA authorized the soft opening of this portion of the playground. LPA will return at a future date to open the slide and sandbox areas. The following was observed: safety fencing, sectioning off closed areas of the playground near the slide that is still under construction. Safety fencing was also installed along the back side of the playground and field, making the entire field area and grass inaccessible to children at this time. The middle of the playground, called the Lavender Zigzag Garden and lower mulch area with artificial turf was open. Staff were stationed in assigned zones at the bottom of the mulch area and at the bottom of the DG sand zigzag trail, where the path curves and turns back down. Newly installed grass, covering the entire field and area along the lower right side of the playground under the tree had been installed. LPA provided the following feedback and suggestions to DIR Rodriguez of what was observed and or may become a potential hazard. Children were running down the zigzag DG Sand path, consistently having to be redirected by staff to stop running to prevent slipping or falling. LPA suggested extending the safety fencing around the sandbox area, to make this space entirely inaccessible until sand is replaced. Strategic placement of staff at the zig-zag trail where the turn becomes steep and slippery. Place a clear identifier over or close to the drain in the grass, to prevent children from tripping or falling. Strategically place furniture under or near the low branch of the tree on the right side of the playground, to prevent children from bumping their heads. Install some sort of cushion or padding around the beams of the gazebo, where children cannot collide when running or playing sports. An exit interview was conducted, and a copy of this report was provided along with appeal rights to Director Delilah Rodriguez. A Notice of Site Visit was also provided and must remain posted for 30 consecutive days.
