What the inspector wrote

On January 23, 2025, at 9AM, Licensing Program Analyst (LPA) William Chancellor arrived at EES- David and Jillian Gilmour Early Education (CCC). LPA was granted entry to the facility by Director (DIR) Delilah Rodriguez. A case management visit is being conducted in response to the receipt of an Unusual Incident Report (UIR) received by Community Care Licensing (CCL) on 1/16/25. DIR self reported the incident and called the duty line on 1/9/25 to notify CCL of an incident where a child (C1) commented that staff were physical with their arm. The UIR was reviewed and confidential interviews were conducted with three staff (S1-S3) and two children (C1-C2). Documents relevant to the incident were also collected. Parents notified the CCC DIR of comments made by C1 and CCC appropriately took the necessary steps to notify CCL. No interviews, with any persons involved could corroborate that staff were physical towards C1. Instead, it was found that C1 incorrectly recalled an incident involving S1 arm being pulled by children. Based on information gathered, the facility acted appropriately, and there are no deficiencies cited at this time. An exit interview was conducted, and a copy of this report was provided to Director, Delilah Rodriguez. A Notice of Site Visit was provided and must remain posted for 30 consecutive days.
