What the inspector wrote

On July 9, 2025, at 9AM, Licensing Program Analyst (LPA) William Chancellor arrived at EES- David and Jillian Gilmour Early Education (CCC) and was granted entry to the facility by Director (DIR) Delilah Rodriguez. A case management visit is being conducted in response to the receipt of an Unusual Incident Report (UIR) received by Community Care Licensing (CCL) on June 18, 2025. DIR self reported an incident to the duty officer involving a child (C1) injuring their arm and requiring medical attention. The UIR was reviewed and confidential interviews were conducted with four staff (S1-S4) and one child (C1). Documents relevant to the incident were obtained and LPA conducted observations of the playground. Documents confirm that the facility was within ratio at the time of the incident and parents were immediately contacted to ensure the child received medical attention in a timely manner. Four of four interviews revealed that the injury occurred due to C1 losing their balance while attempting to kick a ball on the grass field. LPA has determined that this is an isolated incident. Based on information gathered, the facility acted appropriately, and there are no deficiencies cited at this time. An exit interview was conducted, and a copy of this report was provided to Director, Delilah Rodriguez. A Notice of Site Visit was provided and must remain posted for 30 consecutive days.
